Show Castle Dale, Utah Tuesday October 29, 2002 10A Emery County Progress Farm bill changes affect local salinity control projects The passage of the 2002 Farm Bill by Congress did a number of things that affect the EQ1P and Salinity parallel cost share programs administrated Offices in by the Dale. Price and Castle A few of the most significant changes are shown below: Cost share levels on practices are now 75 percent instead of 70 percent. There is a $150,000 cost share limitation per entity where as in the past this was USDA-NUC- S one-tw- policy. A no vote means that Emery County is no longer part of the process. While the commissionen are not legally bound by the initiative, we are ethically committed to stop our involvement if tb vote is negative. Further, the President and the Governor will end their role in this effort if a n vote is the outcome. j Due to the large amount of contusing information that surrounds the monument initiative which will be on the ballot on November 5th, we feel very strongly that our position as your County A YES vote: f Commissioners should be very clear. Consequently, we have decided that an open letter to the voters of Emery County would be timely and appropriate. Emery County Commissioners, working through the Emery County Public Lands Council, have tried on two separate occasions to pass legislation in congress for a National Conservation Area for the San Rafael Swell. The parameters of the NCA proposals were developed over several years of meeting with many stakeholders. The NCA idea was innovative and groundbreaking. Congressman Jim Hansen called the original NCA legislation the best piece of public lands management legislation he had seen in all his years in congress. Four states copied our ideas and our language and passed NCA legislation in less controversial Does not guarantee a monument will be designated, but continues the process until the President has sufficient information to make a decision. We believe it is, and the fact that the President is willing to accommodate Emery County in this manner is historic and precedent setting. This brings us to the monument initiative vote. In our opinion, it is unfortunate that we are faced with a vote now, when we are not far enough along in the process to have an actual monument It in is still the idea and proposal. process phase.
