Show Paae Millard County Chronicle Progress 2 n April 12 1990 (Eommpntfl I have been rereading the speech to the National Newspaper Association in Washington D C by Lauro F Cavazos Secretary of Education and trying to pick out a few excerpts Briefing down twelve page speeches even triple spaced without leaving out critical points is a challenge but here goes ” and have this opportunity to speak to a group that has its roots so deeply in American’s communities The local level is where the action is in education and where the action is sorely needed I hope you'll cany my message back to your cities and towns and not just report it but discuss it debate it keep it alive in the minds of your readers Because we need their help to improve our nation’s educational performance "As America’s pioneer settlers moved into the frontiers they took four institutions with them: churches schools the law and of course the press Imperfect institutions at least the first three - but nonetheless bulwarks for the establishment of enduring communities “We sometimes seem to have forgotten how much our lives depend on these institutions and on the discipline they provide for responsible exercise of citizenship Too often we take them for granted And in the case of education’taking our schools for granted has led to the education deficit “Americans are reaffirming the vital role of school in the life of our communities This new appreciation for education stems partly from concern for our economic But it is more than economic interests that motivate Americans to demand better schools They are deeply concerned about the moral and intellectual development of their children They know that education is the prerequisite for full enjoyment of the freedoms and opportunities - If you’re a man being attacked by another man or even by a women a male passing by will likely come to your rescue If you’re a woman and your assailant is a woman you may also be helped you’re a woman being assaulted by a man— don’t expect any help Our society just doesn't function that way From the very beginning of the human race survival was often based on force and violence Even in the formation of the first social grouping families males dominated females At first sheer physical strength was critical but as hunting became a major means of support for the society women tended to stay in camp and perform “household chores" Man's role frequently became more valued and woman often became -v - r mere property These value judgments were lalep formalized in customs religions and laws Even today all of the great religious works— the Old and New Testaments the Talmud the Koran the Book of Mormon— put men above women and give men the authority to dominate The existence of religious and civil laws giving men superior rights over women nurture the belief that men also ha the right to beat their wives One of the most bizarre conditions imposed don women by men was the legal concept that married people are one in the eyes of the la w Thus a woman could not sue her husband because it is impossible to sue yourself And a man could not be arrested for beating his can you arrest someone for beating himself?
