Show A KNOWN PIIThCIFLE OF LAY Of course the organ of the tattered remnant approves of the Bartch decision which enables any transient who has no intention to remain in this city but who has been in the territory six months and in tIre rjrecmct one month to register and vote no matter how many times he has shifted his quarters or how soon he expects to depart But the organ did not view the matter I in that light three years ago At that time therewere hundreds of legal voters who were denied registration some of them natives of Utah and who had I resided in the precinct for a number of months intending to remain here as long as they could make a living and the I Liberal organ justified thatdenial of their rights Hundreds of them too who were deniedhe right to vote appeared before the proper officers and made affidavits affi-davits to tbe facts showing their actual residence and right under the statutes to vote at the city election of 1890 But they were not Liberals and therefore there-fore they were thus defrauded To test this point some men who had been denied de-nied registration took a course to make it appear that they were Liberals and were at once piloted through and they cast their ballots The positive proofs of I these events are at hand And the evi dence of the Liberal organs championship champion-ship of the frauds and endorsement of the rulings under which legal voters were deprived of their rights at that election elec-tion stands in its own files against it Now as to known principles of law One of those known principles is that the intent of the individual as to residence is an important factor in determining his claim to registration When a person gives evidence that he has no permanent home that he is shifting from place to place that he does not know whether he will remain in the precinct where he wants to vote one day after the election is ho lawfully entitled to register and vote Is it not a known principle of law that ha is not such a resident as the law contemplates in providing a given term of residence asa as-a qualification for the franchise The Liberal organ recognized this principle prin-ciple fast enough and carried it far beyond be-yond its legitimate extent even into the regions absurdity and robbery when the citizens seeking registration were not Liberals But now when men have nol no-l fixed habitation and who may leave the city immediately after casting a Tote in the interest of the faction that has employed em-ployed them are classed with permanent residents whose homes and interests are established here and are endowed with the same electoral rights that organ changes front and says this is right and that the ruliqg that supports is a proper ruling Of course that is nothing remarkable for a sheet that contradicts itself nearly ery dbut when it puts on airs audI aud-I talkri aboutsnap judgment insult to the Bench and jnakea other impudent remarks it becomes necessary to direct its attention to itself The LiberaJ organ 4 v 1 t had better look up its own files gnaw i them and be silent I |
