The City Recorder is hereby forbidden to draw any warrant on any city fund except in ac cordance with and within the limits of the appropriations of said funds as herein provided for. SECTION 4. The City Recorder shall, at least three days prior to the regular council meeting, furnish the Mayor and each member of the City Council, a report, setting forth the amount of all budget appropriations by funds, the disbursements to data from such appropriations, the amount of indebtedness incurred or contracted for to date against each fund and the appropriation made therefor and not yet paid, which report shall promptly be made available for public inspection. SECTION 5. All unexpended balances of appropriations as provided for herein shall at the end of the year 1937, revert back to the funds from which they were made; any budget appropriation herein made may be reduced by motion of the City Council at any regular meeting, provided that notice of the proposed action shall have been given to the Mayor and to all members of the City Council at least one week in advance of the proProvided that this? posed action. ordinance shall not apply in case of emergency where loss of life or great loss of property shall be involved.
