Lots of people are talking about crime still more curse the startling crime trend. Few really fight crime, declared H. C. Shoemaker, Chairman of the ABLE Committee of concerned Utahns who actively are working to strengthen, upgrade, and support of all law enforcement agencies. Based on FBI Uniform Crime Reports the increase of major cases in Utah in 1969 was 87 per cent above the nation as a whole. At the 1969 rate of increase, the incidence of crime in Utah would double in four years, and in ten years would be more than six times the present figure, according to Mr. Shoemaker. The caseload per peace officer has increased to such an extent that little preventative patrolling is possible in many communities. Police strength is falling and crime is rising throughout Utah. A large group of concerned citizens, a year ago, after careful study, determined that many Utah communities needed more police strength. To hire the needed peace officers, upgrade lagging salaries and obtain the d modem equipment costs money, stated Mr. Shoemaker. In order to meet the need for more police protection ABLE is sponsoring enabling legislation in Utahs legislature to permit cities ard counties, on a local option basis, to collect an additional one-hacent sales tax. Provided a community feels they do not need additional protection they may forgo the option, according to Mr. Shoemaker. But at Utah Power & Light, we're trying to find out... at least as far as electricity is concerned. In order to insure a continued surplus of power, we need to estimate how many people will be using electricity in, say, 1981 just 10 years from now. And we also would like to know how many new industries we'll have to serve and how many new commercial establishments will want to be hooked up to our lines in the years ahead. To determine this information, a lot of people spend a lot of time with computers to come up with reasonably accurate estimates of what the population and economic climate will be in 10 or 15 years. Armed with this information, we can estimate how much additional electricity will be needed to supply new houses, new appliances (some of which aren't even invented yet) and new office equipment and industrial machinery. But that's just part of the problem. Once the whole problem is defined, the real work begins... finding the solution. I: From the time we find out what we'll need to the time the new power is available, seven to ten years, or even longer, will pass. It takes that long to plan and build a new power plant and to plan and build the transmission lines needed to deliver electricity to where it is used.
