The Post featured it, with special handling, so that many readers might see and read it. We are convinced that there are tremendous possibilities for savings by adapting more of the Hoover Commission's recommendations and by eliminating other costly projects which are not essential to good government. We realize, too, that requests for Federal Aid for local projects makes budget reduction more difficult. So . . . along with this request we agree to quit asking for Federal Aid in exchange for your influence in reducing government expenses. WHOLE COMMUNITY ' BEHIND IT Since this was an interesting development in citizen participation in government, I looked a little further into the news story. I found that the Shirts Off Our Backs project had been conceived by the Freedom Club of Centralia, whose membership includes people of all walks of life and in all economic categories. On my desk as this column is being written is a photograph showing two Centralia men in their undershirts, folding and wrapping their white dress shirts to be sent to Congressman Cannon. The two men are F. Gano Chance, President of the A. B. Chance Company, nationally known manufacturing company; and Joe C. Turner, President of Local 821 IUE-CIthe membership of which works at A. B. Chance Company. Both of these men are my friends. Both have participated in the Freedom Forums held in Searcy by the National Education Program. Both are members of the Centralia Freedom Club whose basic objective is to strengthen and safeguard the structure of American freedom, and whose program is designed to stimulate all Centralia people to fulfill the responsibilities of American citizenship. PROJECT SPREADING Joe Turner send word that the Shirt Off My Back project is spreading throughout the nation as a means of dramatizing the feeling at the Federal gras roots of America that spending and Federal taxes and the size of the Federal Government should be substantially reduced. What makes this project worthy of the attention of citizens everywhere is the pledge accompanying each shirt mailed to Congress; Along with this request we agree to quit asking for Federal aid in exchange for your influence in reducing govMy friends, Gano Chance and ernment expenses. If enough citizens at the grass roots of American will make this pledge and keep it, and join with the people of Centralia in making the Shirt Off My Back project nationwide, then Congress, and the Budget Director, and the President and his Cabinet will have to get together and substantially cut the budget. What or who does the U. S. Defense establishment defend? Nevada, Utah and many other States, are sure their States do not have the protection intended by Article 4:. Section 4, of the Constitution, which asserts: The United States shall guarantee to every State in this Union a republican form of government, and shall protect each of them against invasion. The States, however, have been deprived of their defense against invasion. The federal agencies now hold 87 percent of Nevada, over 70 percent of Utah, and vast percentages of the other States. This, it would appear, constitutes invasion on a grand scale, and the Department of Defense is a prime force in this invasion. Does our defense establishment protect our cities? i The Answer to this is a definite no. About 1400 American cities have banded together as the American Municipal Association to protest the leeching process federal agencies impose on cities, but without effect. Not long ago the Defense Department actually held the Los Angeles International Airport for ransom, threatening to build a high tower for a rocket launching center, squarely in the middle of the take-o- ff end of the main runway of this great airport. It was a tragic thing to see a great city on its knees pleading with the military to spare its airport and accept, instead, the citys gift of enormously valuable tracts of land. Does the defense establishment defend the citizen's property? The answer not decidedly Equality and justice under law have been . set aside. Federal agencies use our tax dollars to take the land and enterprises of' our citizens, actively competing with the individual, but paying none of the normal rents, interest, posts or taxes. Currently these federal agencies hold about 40 percent of the land area and 20 percent of the industrial capacity of the nation. The Defense Department now holds over 26 million acres of land in the 48 States, and operates over 19,000 industrial and business establishments. However, the lands already held by the Washington bureaucracy seem to be unsuited for the present needs of bureaucracy. So it is that the Defense Department now needs another tract of land 314,365 acres this time for a missile fir- ing range. Land now federally owned is not good enough for this firing range, nor is it just any old private property they want. The demand is for the finest range land in New Mex- John Prather ico, but is fighting to keep his fine 3400 acre ranch he developed out of wilderness 50 years ago. What chance has John Prather, American? Of course, the Constitution asserts that the government can only attain land by (1) purchase, (2) with the consent of the legislature of the State in which the land is located. In conquest, however, such ideas are ignored. The conqueror takes what he wants. The U S. Defense Department simply files A Declaration of Taking and assumes instant possession. As a gesture, the Defense Department has magnanimously deposited about one dollar per acre as their idea of just compensation for the acres they are confiscating. Such arrogant attacks upon the farmst the homes and the businesses of the American people illustrate the need for recapturing control of our public servants. A Proposed 23rd Amendment, now pending in Congress as H. J. Res. 123, can stop this usurpation.
