Seth Decker Receives Eagle In a court of honor held for Seth Decker on Saturday, Oct. 10, 1998, Seth received the eagle rank advancement from his older brother, an eagle scout himself. Seth's project consisted of landscaping around the Panguitch City office building. Seth is the son of Joe and Lorena Decker and grandson of Bill and Sarah Kay, Panguitch, and Dorothy Cowan Richens of Salt Lake City, formerly of Cedar City.
