warm to he uncomfortable the bit electric light above alie stand developed a plague of pestiferous huge much to the dl contort of the members of the notification committee and the others gathered on the stand but the most marked difference between to ceremonies cere and those in new york was the fact that mr arvan did not read bis speech in answer to the information formally given by the applause and when quiet was restored he emoke as follows from april J 1792 to february 2 1873 every person had the right in ams country to have fold and silver coined into money free of charge and without limit as to quantity at the rates established by law on february the congress deprived every person of the right to have eilber coined into units of money since which time the mints have been open to the free coinage 0 gold only at the rate established by law that the people at the time tant law wad cassed did not know that they had ben b en deprived of that right no one will dispute that they have antver fully understood the torce and effect of eliat law there can be no doubt that the motive which acua ted those who secured its passage was bad nobody at the will deny auoe who secured the passage of thai law have not yet proclaimed to the world abat they are proud of their efforts in that behalf birco the passage of that law there has ben an ever increasing demand for its repeal and the restoration to the people of the right that was taken from them bit circumstances and conditions have been euch since ita passage as ti apparently parent ly make the efforts of those who were in favor of its repeal futile those persons in our country who have understood the evil effects of tant act have tor years supplicated and implored the republican and democratic parties alike to restore to the people the right which was by that law taken from them behind their backs and without their knowledge and consent but their appeals h been in vain they alio have sought to escure a restoration of that right to the people have been maligned and tra deuced and spurned with contempt by the money owners and bondholders bond holders their agents and bercante Ber in abo moet outrageous manner thank god their efforts have not been in vain tor they are about to be crowned with suco eee the cries of a distressed people for financial relief for the past twentythree twenty three years have absen disregarded by those who have been called upon to make atie laws and administer them in this country their petitions have been ignored their cries havo been in vain they have been assured over and over and over again that the money question was a matter of liucc if any importance and those who believed that it waa of vital importance were bromhed aside their advice ignored their appeals disregarded and the people were assured that the only cure way to relieve their financial distress and make them proe berous and happy was to increase the burden of taxation by levying higher duties upon imports the democratic and republican parties have over and over again declared in favor of tho free coinage of gold and silver at ane ratio of 10 to 1 but those who were elected to office by those par ties repudiated the platforms on which they were elected and used every effort to defeat every attempt to secure legislation upon the subject lucli declarations wefa made to catch votes merely and not to be acted a by in authority under various pretenses those parties postponed final action upon the mafer until 1893 when under the direction of the present administration they joined their force and repealed the only law eliat remained on the statute hooks that authorized the coinage of money out af silver and ahn rank and file of parties quietly submitted without protect to the outrage thus perpetrated upon them ON PAGE silver party notifies birst tho people in this country after years of and discussion of alio money question have come to realize that that question ie not only one ot paramount importance bill that it id the only question that ie before the american people for consideration until within recent beare this question has not been intelligently except by a comparatively few and it is chiefly through their that it hae taken shape and form and the principles underlying it been properly and intelligently tiled it has been chiefly through their efforts thai the question hai arced into and hao been made the leading political jl esaue of tho day of all questions abat hare ayr been tu any 1 in all the bis lory of the world for consideration the money question ia by for the moet important por tant because it lies at the very threshold of civilization jf our institutions are to be and present civilization ii to con dinue it will only bo through the right eo lution of the money question no person can conceive of a civilization where individual rights dmd beg are protected and made secure where there is no money money of whatever material made is the oil of coin merce the blood of trade and the of men without money there cn be no commerce or trade except euch is carried on by barbaric beope there can bo no homo except ahe home of the savage there can be no family tics except the ties of the barbarian there can be u personal liberty except such is secured by brute force and there can be no civilization except the civilization of savagery money can only be used to distribute die tribute property and to pay debts and without it neither can be done without the greatest inconvenience to abo people of civilized communities money ia lie creation of law and without law there can bo money except such as Is used by common consent the value of moneys euch in no benso depends upon llie material out of which it is mado but entirely or the quantity of it in circulation with respect to population money is purely in its character and it cannot perform the function of money outside of the limits of the country where it is made except by common consent regardless of the material out of which it is made the cold and silver coin of the united slates pass our bordacs they not adv cease to ba money but aie bought and sold by weicht and in all respects are treated ad commodities and not as money john sharman and others of his ilk eay that they want our money to be so good that it will circulate everywhere where money is used and they declare abat no money ran do abat except fuch as is boado not of rold and therefore they are in favor of the gold sand ard because gold is the money of the world there is no money 0 the world there never was and never will be any money of the world until all the nations of the flarty become consolidated into one nation a thing 11 is never leikny to happen eacia nation must have a money of its own and it la matter of no consequence to any nation buat the money of another nation is the money of one nation will beell for just as much in any nation on earth where money is used as it ia worth in the country where it is made less exchange the price of gold and dilver bullion in the united states under free coinage depends entirely upon the rate at which it can be coine at the mint whenever a nation permits geld or eliver to be coined into money free of charge at a certain rate the price of those in abat country is fixed and determined by that rate and by no possibility lity can either metal fall in that nation below the price established by law silver cannot be coined into units of money at all at the present time ia the united states neither can it be coined into units of money in any country in europe silver eis treated entirely as a commodity and in price of it is fixed and determined by the same laws that fix and the prices of other commodities if the united states should give ack to the people the hat was taken from them to have s iver coined into units of money at the ratio of IG to 1 the price of silver bullion would in brantly go to 12 an ounce because that is tte rate at which citver under free coinage could be coined into units of money and that rate would fix abao luela the price of not only in the united states but in the world if the volume of money in in a country be contracted by arable injury will result to the people of euca nation the volume of ey in this country enuco las been enormously contracted underline laifa passed by congress and as a result the people have suffered incalculable loss mass of the people have been ruined financially and the misery and buffering consequent upon auch contraction is beyond the comprehension of man the debts contracted by the gilem moot have been enormously increased thereby because it requires vastly more of the products of the country to pay the present debts than was required to pay the debts when originally contracted the action of our government in destroying the paper money that was issued during the war and which this republic from taking away from the people the liht to have silver coined into money free of charge cannot bo too petronely etro nely condemned language ie inadequate to properly characterize the acts passed by under which the money volume has been enormously contracted in this country r the contraction of abo money volume in during the past thirty years haa wrought more misery and suffering and financial loss to our beope than all the wars famines and pestilences a that leave afflicted this country from tho bem nning lincoln eald that if the contracts a debt with a certain amount of money in circulation and alien contracts the money volume before the debt was paid it was the most heinous cime that a government could commit the people the very crime abat be eo strongly characterized character izee thie govern ment has committed our people i by contracting the money volume in circulation cu by legislative enactment money is of the most value to mankind in general when it ie cheap because the cheaper it la the more readily i people can obtain it the scarcer money ie the more easily its can ba controlled ahe dearer it will be the moie plentiful it is the more difficult it is to control it the cheaper it will be dear bonev is but another neme for hard times and the dearer it ij the greater its purchasing power the harder the times and the lower bricea will be the quantify 0 money in and determine bricea in general other thinea remaining tho bame the volume increases prices ill rise and if it decreased brics will fall the contest in tho but ineis world is over price pice ie atie dorm center of every buti trace action in which money ie involved over it the battles of commerce and trade are fought there ie but ono way known among men to regulate tue value of money lie who can regulate the money volume of a nation has within his power tho nation itself as well as every individual 1 hereof became he can increase or decrease prices in general to suit his pleasure lie can enrich the few and impoverish the many he can exalt chope who create wealth or he can enriave them at his will for of veara who have understood the science and function of money have so manipulated the volume of it by legislation or as to destroy every civilization that has preceded the present and thuie persons who now control by law or otherwise the volume of money in circulation in the word will if not restrained jy healthful and proper aws ruin the present civilia lion persons have no regard whatever for those who create find distribute wealth who bohld up nations and who protect them in the hour of need abo to e purpose ie to accumulate as much wraith as possible and thereby exalt themselves at the expense of the producing millions it ia they who secured the legi eltion in this country relating to money and bonds that has produced the condition of the people at ibe present time it is because people generally have had no accurate conception of the science and function of money that has cabled thoe who understood the question to secure legislation in this country which enormously decreased the quantity of money in circulation and produced a corresponding fall in |
