The funds support research, management, land and water acquisition protection, and other programs conducted by about 5,400 biologists and technicians, 5,800 conservation law enforcement officers, and nearly 7,000 clerical and support personnel. According to the report, one year hunting and fishing license revenues, collected from 55 mil-loi- n hunters and fishermen, account for about 62 per cent of the states total budgets. Federal aid for fish and wildlife amounts to 15 per cent, other federal aid 5 per cent, agency lands and investments 6 per cent, general fund appropriations 4 per cent, earmarked state taxes and commercial revenues 1 per cent each and miscellaneous 6 per cent. Funding for federal aid and wildlife program is derived from manufacturers excise taxes paid by outdoorsmen on the certain sporting equipment. The report reveals that state fish and wildlife agencies also provide broad public services for which they receive little or no compensation from most of the people served. Increasingly, agencies are being given responsibility for such services as litter enforcement and boat safety regulation. They have purchased, and at coinsiderable costs, are managing millions of acres of lands and waters that provide general public recreational benefits, such as camping and boating, for which no use fees are received. The survey report says that many wildlife agencies are attempting to initiate or expand e wildlife programs, but they have been largely unsuccessful in getting public funds for that purpose. The most equitable method for supplementing the traditional license revenue source, WMI suggests, is through general fund appropriations. That is the finding of Calspan, a nationally-recognize- d auto safety research institute. Calspan based its findings on the results of a testing program in which voluntary drivers of all ages were recruited to face a variety of driving emergencies. They had to react with quick decisions to a situation in which human dummies suddenly stepped in front of their cars or the direction they must take at Y intersections was flashed to them at the last moment. Results show that most drivers tend to jam on the brakes rather than choose alternatives such as the evasive maneuver of steering around an obstacle or steering into a turn. The tests were purposely designed so there would not be sufficient time by jamming on the brakes to stop before hitting the obstacle, and the excessive braking caused loss of control which resulted in the driver hitting the object. Calspan found that most drivers were not accustomed to making sharp manvers at either fast or slow speed. Some were afraid their cars would turn over which Calspan researchers say is not true. After practicing evasive maneuvering, the drivers found it not such a frightening experience after all and soon become quiet competent. Calspan discovered that at modest speed, the average driver will only turn his car at a lateral acceleration in which he exof periences up to about one G.
