Lawrence Clayton, chairman of the Weber county chapter, presided at the sessions. Delegates from Utah and Oneida county, Idaho, were in attendance, numbering 25. Mr. Feiser related the growth of the Red Cross since its inception and in the scope of ita duties. The Red Cross is unique in its organization, he said, in that it is founded on three qualities. First, internation opera turn; second, governmental status, and, third, popular appeal The Red Cross has always rested on a popular base. In many countries before the war, especially Japan and the organization was composed mostly of the elite of the land. Now they are getting away from that and people of all classes are enrolling in ita membership.
