same will read as follows SECTION 5 municipal corporations corporation created by general gerer a I 1 law 0 of legislature in corp orated cities or towns may frame and ana adopt charter manner prescribed hurter to be b submitted to electors copie to bt be distributed city recorder ace ader to filp with sec ec retry of state amendments powers con can ferr d upon cities corporations tor for municipal purposes shall hall not be created by special lans inns the legislature by general taws laws shall provide for the tha incorporation organization and classification of cities and towns in proper proportion on to population which laws may be altered amended or repealed any incorporated city cily or ton ton n may tram frame and a nd adopt a charter tor for its own government in the folio following fol lowine wine manner the legislative authority ot of the city may by two thirds vote of its members member and upon petition of qualified electors to the number of fifteen per cent of all votes last cast st at the next preceding election tor for the tb office cities of the mayor shall forthwith pr provide by ordinance for tho the submission to the electors lec tors 0 of the question que tion shall a com commission rol be chosen to frame a charter T the ordinance shall ahall require that the 4 question fuestion be submitted to the electors at the tha next regular municipal election the ballot containing such question shall also contain tho the names of candidates for members of 0 tho the proposed commission but without party designation such candidates shall be nominated in tho the same manner as required by law for nomination of city officers if a maSo majority rity of 0 tho the electors voting toting on the th question qu of cho chobin ch ooin finx a commission shall abal vote vot in the affirmative than the fifteen candidates receiving a majority of th the votes cast at such election shall constitute te the charter commission and shall proc proceed e ed to frame a charter any charter so framed shall be submit ted to the qualified electors of the city at an election to be hold held at a time to be b determined by tho the charter commission which abail be not mot less than sixty days BUD sub sequent to its completion and distribution among alaon the electors and not more than one year from such date alternative provisions may also be submitted to bo be voted upon tipon separately the commission shall ranks provisions for the distribution of copies 0 of f the proposed charter and of any alternative a tive provisions to the qualified electors elector of the city not less than sixty days before the election at which it Is voted upon such suca proposed charter ond and such alternative provisions as are approved ly by ft a majority ot of tho the electors electora voting thereon shall become an argania law of such city fit at such tune time a as may be fixed ther therein cin and shall supersede any existing charter and
