The president today issued a proclamation stating that the agreement fur a modus Vivendi the govern men t of the United Slate and tbe government of her Brit-acimajesty in relation to the fur seal fisheries on tbe Behrmg sea wsj concluded. The arrangement indicated in the above proclamation has been carried to completion with degree of speed without precedent in the history of the state department, and the cable has been upon to an unwonted extent. The agreement was signed this morning by Sir Julian Paunoefote and Wharton and tbe presidential prolamalion followed as quickly as it could be prepared. Tbe department of state this afternoon made publio the latest correspondence on the subject It begins with the note of June 3 from Sir Julian Paunce-fotin reply to Secretary Maine's letter of May i. Iteplying to those projiosi-tion- s Sir Julian replied with an amended draft agreement which differs from the one signed today in covering, by interdict against the killing in the whole of Dehring sea and its islands. It also provided for British consuls to the islands this summer and that the convention should not come into operation unless Russia's assent be obtained. In reply the president offered a proposition suggesting that such changes as would give the modus viveudi the same territory ei tent with the pending proposals for arbitration and so that the stipulation for the prohibition of killing upon the island of the United States might rest upon its own order, and that the obligations of the resiective governments to give prompt and rigorous effect to the agreement 1might be more clearly arrarent Tbe president stated no British consular functions could be exercised on the Beriug sea islands but reasonable facilities must be extended to Great Britain for investigating at the islands any facts involved in the controversy to tie arbitrated. Tiie bringing of Russia into the affair at this ti.oe vtould prove imply prohibitive or tin- agreement ipan modus vivendi and could not be granted by the United Statue. This is regarded as in dispensable and in lieu of consul he asks that a British agent may be special ly authorized to .reside on the island. The demand to take Russia in he withdrew, but urges that the interdict apply to all of Bering sea and urged that the terms of arbitration be settled simultaneously. In reply the presidont states tho limitation of Killing seals is absolutely within control of the United States as a daily count is made by sworn officers. This government could not, of course, consent to any arrangement that implied doubt of its good foith or involved The president, foreign supervision. however, was quite willing to agree that England may send to the Uslands with a view of collecting the facts involved in the arbitration question. Suggestions of this reply are then embodied by the president in his proposition covering agreed to points and the as amendatory, firesident's suggestions of linal agreement being included and permission stipulated that Britain may send suitable persons to the islands for the purpose named. This was cabled two days later. Lord Salisbury replied, with counter proposition adding to the agreement for taking 7,500 seals these words: "To be taken on the shores and islands as food skias and not for tax or shipment." The president, in reply, declares this to be "an extraordinary proposal and not a clear one." "This new condition," he says, "is entirely inadmissible and inconsistent with the assent already given by her majesty's government to the proposition of the United Staies in that behalf." Tbe president is surprised that it should now be suggested that none of the skins to be caught should be removed from the island, and cannot understand how British interests can be promoted by allowing them to go to waste. Regarding the British claim that tbe interdict shall cover all Bering Sea shores and include the islands, the president points out that the shores and islands belong to the United States, being within the territorial limits, and any mutual policing of the United States in the territorial waters of its undisputed property involved an insuperable on our part and a concession which no independent government could be expected to make. The president once more formulates the agreed points, and his own views as This letter indicated, on the others. bore date of June 9 and proved to be an of form ultimate the agreement which was signed today. It was cabled to England and in interim before Lord Salisbury's reply, Pauncofote wrote the Btate department, urging the conclusion of the terms for arbitration and supplements Salisbury says "for taxation and shipment" suggestion relative to the 7,500 skins to be taken by the United States. On the 10th Lord Salisbury's tinal reply is delivered, in which he accepts the president's form of agreement, tittering some objections however, which re-li- e i ' difli-cult- y S ! rtta-se- li tT-5- l, i o WaHh-mgto- ) ... - first-clo- ifi. i' prt6 Cur f f i e con-tro- one-hal- ill. - h n , Jarvis-Conklin- Ogal-alla- Og-de- - .'.- h x .....
