Army Could Be Quickly Recruited In Emergency By K KENNETH MACDOUGALL New York In In the event of the calling callIng callIng call- call Ing out of militia and volunteer troops there are many cadets In the various private military Institutions In the United States who could speedily be made available for second lieutenancies lieutenan lieutenan- cies and some higher ranks in n the volunteer volunteer volunteer vol vol- forces One of the most prominent institutions institutions institutions in tho the country from a military standpoint is Norwich university at Norwich Vt which has graduated numerous numerous numerous nu nu- men into the army as second lieutenants The graduating class Is between eighty and one hundred and twenty men every year and the institution in- in Institution Institution In In- has kept fairly good track of its available sons after they have left college At a conservative estimate Norwich could furnish a thousand men who have passed an examination required required required re re- as entrance to the regular army as second lieutenant of Infantry five hundred second lieutenants of cavalry and about three hundred artillery second second second sec sec- ond lieutenants Many of the men have kept well informed in- in Informed informed in In- formed In military matters while others others oth oth- ers ers of course ourse would need considerable ble brushing up in modern tactics Norwich ha has had maintained the same standards of study and execution of military drill that the cadets at West WestPoint WestPoint WestPoint Point are held to and full fully a sixth of Its graduating classes have followed an army array career In training the graduates are arc probably probably probably ably superior lI In knowledge ledge and executive executive exec exec- uthe ability to two-thirds two of the militia ml- ml litia captains and some majors in the National Guard have served under military officers officers of of- of the highest t type pe for n a four- four year course and during that time have had to work hard and faithfully In order order or or- der tier to graduate Men Available A like condition is true of perhaps twenty five other private military schools in the United States designated b by the war department as distinguished distinguished distin distinguished institutions These schools could bring to the colors about fully or trained partially-trained lieutenants Besides these there are some ten thousand thou thou- thousand sand Jand college men who have attended training camps like Plattsburg and who in a short time could be whipped into good enough shape to take command command com com- mand of volunteer infantry The Culver school at Culver Ind is perhaps a close second to t Norwich universIty university university uni uni- as regards cavalry material The showing made by br Culver boys while stu stationed on the border in the recent mobilization attracted widespread widespread wide wide- spread attention among army men teen The Engineering corps of the regular regular regu regu- lar tar army army could be readily recruited in and men from the civil population population lation engage engaged in similar pursuits as a n adaily dally daily occupation The supremacy of c concrete construction c In this country would Indicate there would be no trouble trou trou- ble ile in securing enough capable engi engineers peers and non-commissioned non o officers to erect reel or construct necessary gun emplacements emplacements em em- placements and additional defenses The Tho Signal nl corps picked from flom civilians civi leans lians engaged In like work would soon be as ns good as the regular units In Intact fact tact lW probably better as the class of or ormen men in the tho New York militia units of that Mint bt of service made the regu regu- lars on the border recently sit up and eat cat humble pie There are more civilian aviators than there are regular army array aviators and from present Indications the former are more experienced The European war has shown that It does It-does does not take tak long to Instruct military mill mili tar tary aerial observers and these could be bo trained In a short time Transport Difficulties Small As for transport and quartermaster corps there would be little or no difficulty culty In finding plenty nty of business men who would be capable of handling these branches of service In fitting manner The Tho system of supply am nail transportation might be slow at first but when one Is acquainted with the fact that In New York state alone there are arc automobiles fully half halt of ot which could be utilized as light or heavy transport trucks and the remainder remainder re re- converted into cars for officers om- om cers and for courier service it will bo be understood that thero there are no 00 very gr great at obstacles in the way of supply trains Railroad transportation on account of the length of our mast coast line Une would present some difficulties U dt t first but bu without doubt could be remedied with great speed The mobilization of the manufacturing ing lug industries of the nation has already II been worked worl out by the authorities s n at Washington Of men we have plenty Materials Material In the crude state we have sufficient but rifles heavy henvy artillery and ammunition ammunition ammu- ammu enough let alone uniforms blankets equipment medical l supplies etc are a different story The Red Cross has plenty of nurses nurse I to put on the field for th the first lin line hospitals Ambulance corps such a as were formed In France could be quickly quick quick- ly put into commission and would undoubtedly undoubtedly un un- un- un do good service The militia of the country is probably probably probably ably in better shape from a military standpoint than it ever was in the history history history his his- tory of Its organization If enough regular army officers were available to distribute among the tile v various rIous commands commands commands com com- mands It ft would be a fairly efficient fighting force Unfortunately there are many officers In the militia of the country who have no right from military mill mili- tary or mental qualifications to wear wea shoulder straps American Legion Intact The American Legion while officially official official- ly countr finds leads u necessary In conclusion I would call attention to the Do Boy Scouts of America who could help In the event of war in any number of ot ways was and who I am sure sure would rise to the emergency In lu the time same plucky manner as their little brother scouts have done in every country country country coun coun- try in Europe That the women or America would shoulder their share
