The new formula will not equalize as it was argued it must to meet recent court rulings. It is complicated beyond description. It Increases property taxes. It is riddled with costly exceptions. It has been the Utah Taxpayers Association position that Utah should wait to change its formula until theSupremeCourt made a decision. This was not done. Now the Supreme Court has ruled that states are free to do as they please. Have $23 million tax dollars been wasted by this error. Poor marks here. LEGISLATIVE BOX SCORE. Even though we are disappointed with the new school formula, on balance we give the Legislature high marks. The tax cuts were across the board, they were well balanced and touched every major segment of Utahs wide based tax structure. The budget pie was cut fairly, they worked hard, used restraints in spending increases and passed back to taxpayers a fair amount in tax cuts.
