Show what the soldiers bonus bill will mean to to the yank who got into war early and stayed late the bonus bill which now seems certain to pass the senate speedily would mean a sum sufficient to set him up in business in a small way and to secure his future independence it if be he invests it judiciously it if he served overseas the full period ot of war he could draw a maximum in cash ot of 25 if he served at home he could draw a maximum of this is figured on the full period from april 6 1917 to june 30 1919 inclusive the maximum period tor for which a soldier will be able to draw adjusted compensation it the bill Is passed it if be he served overseas he would get 1 25 a day less the 60 bonus al ready paid and it if he served at home he would get 1 a day less the same 60 but there are features to the pro posed bill by which he could draw nearly half as much more if he doesn doean t take it in cash he could even get this additional amount of cash it if he uses it to pay his way through school five different plans of bompensa com pensa tion are provided the tour four in addition to the cash plan are the adjusted service certificate or paid up endowment insurance plan the vocational training aid plan the farm or home aid plan and the land settlement aid plan the adjusted service certificate or insurance plan Is in the nature of a twenty year insurance policy at the end of twenty years the veteran would greveive in cash per cent of what he would receive if it be he took a cash payment at once plus 4 per cent interest that means if he served overseas the maximum period of the war he would draw at the end of the twenty years 1 in cash plus 4 per cent compounded semi annually it if he served at home tor for the maxi mum m perl period od he would draw 1 mu plus plu s the s same ame interest it if he died before twenty years bib estate would receive the full amount that would be due ordinarily at the end of twenty years it he wished to borrow on this nihed certificate a he could get in the thirl year 90 per cent of his adjusted service pay at 4 va per cent interest an A the certificate grew older he would be enabled to borrow con increasing amounts if the veteran chose the vocational training plan he would also receive percent of what he would erdl harily receive in cash he would re ceide this monthly at the rate of 1 75 a day for the period of train ing As in the insurance plan this would mean that the overseas man c ca could ud receive a maximum of 1 25 and the home service man could get a maximum of 1 the farm and home aid plan would authorize the veteran to re ceide from the government the ad austed service pay plus an ad additional top 4 40 per e r cent it if he applied the bonev toward wa r d the purchase of a farm or home As in the insurance and the training plans the maximum amounts would be 1 25 and 1 tor for the two classes of veterans the land settlement aid plan would give the veteran the prefer ence right to take lands on the open opet ing of public or indian lands or 0 of f reclamation projects he would be permitted to tile file on such lands as earl early y as sixty days prior to their ope opening n ling tor for general public entry in aa addition under this plan the veteran would be entitled to his ad i austed compensation plus 40 per cent but would have to apply it en in making payments in con lection with the lands on which he has made entry of course the majority of service men would not receive the maximum amount due tor for alth eiter r home or overseas service the lat ter group would include soldiers and sailors who were on foreign service at the outbreak of the war mostly regulars the full period home service men would be very considerable and would include in addition to the regular army and navy men who were in the service at the time the war broke out many national guardsmen who had not yet been mustered out after mexican border duty and many who jumped into the game when it seemed that war was imminent however even the veteran who served only one year or six months would receive amounts ot of tidy por portions it he served one year overseas he could draw 25 cash or 71 on either of the other four plans it if he served one year at home he could draw in cash or on one of the other tour four plans it if he served six months overseas he could draw cash or on any ot of the other four plans if he served six months at home he could draw in cash or 20 on one of the other four plans ex change |
