Many of the older states will lose congressmen in the new ro- H apportionment under the census of 1910, if the total membership of H the lower house is not materially increased. H The aim has been of late years to keep the house of representa- H tives from becoming too unwieldy and if that is kept in view in the H new apportionment, there will be considerable disappointment for H states like Iowa, Nebraska, North Carolina and Virginia.
