submitted ills hla annual report to the postmaster general it la Is a review of 0 the work in the department under his charge for the lie year ending june 30 and contains hla his recommendations tor for improvement ot of the service sir mr jones jonca recommends legislation to protect the post marking stamp in use at post offices as the stamp la Is now being used for unlawful purposes he renews hla his recommendation tor for legislation to prevent the boycotting ot of postmasters by mailing ot of letters at places place other than the office which results in reducing the salaries of the postmasters boycotted ile he calls especial attention to the misuse of the franking privilege lie he says there seems to ie be some misapprehension among members of congress as to the scope of the franking privilege which has resulted in some pos postmasters I 1 mas declining to send speeches or other matter presented for cor mailing and this department has been called upon to give special instructions in ia such matters matter advertising IS FRANKED instead of 0 the name being written or placed on the envelope by the hand stamp it has been jai in some instances improperly printed thereon the speeches spee clies thereto therein contained have borne advertisements adjei tor for the printers which formed no part ol of the congressional record and therefore are subject to postage as third class matter in addition to this some of the packages r sent calt by mail under the frank of the member have been found after d delivery c livery to contain printed matter outside of the congressional record and public documents and are therefore not tran kable under the laws above quoted the literature being sent under sea seal the department Is of course unable to detect every violation there Is no penalty attached to the misuse of the franking privilege hence no action cabbe can be taken by me further than to call the attention of the member to the matter As is this department to la required to carry without one cent of revenue hundreds of tons of franked matter additional limitations should be placed on oil tile the use of the frank or penalty of fit some kind imposed for it its a unlawful use and I 1 respectfully suggest that the attention of congress be called to tills this matter for such action as it should deem proper AS TO SALARIES sir mr jones recommends legislation allowing the suspension without pay not to exceed ten felt days of 0 employees violating the postal rules also alio that disabled employees may be ar granted slated leaves of absence with con continued till aed pay also some changes in the c classification of salaries which were heretofore recommended the report gives details of the different divisions of the first assistant anop office it is shown by the salary and allowance division that there are arc first class offices ig second class and ana third class the aggregate salaries ot of these was and aggregate receipts the following estimates are made tor for the salaices sal ailes clerks etc tor for the next I 1 year compensations of postmasters clerks in post offices rent fuel and light first and second class miscellaneous incidentals a Is and furniture first and second class post offices advertising first and second class 15 rental canceling machines mr jones says owing to the scant appropriation the free delivery system has been curtailed there have been no new offices made free dell delivery ery during the year there lias has been a slight increase in the number ot of car there has been a settle settlement tn ent ot of many overtime claims ot of carriers during the year mr jones corn commends mends as heartily as he did last year the experimental experiment at tree free delivery and ot of the nce dopart department part ment for the year ending juno june 30 1894 shows allows a falling off while the expenditures tures c res have increased the ded clency for the fiscal year ot of 1893 was waa while the deficiency for 1894 Is ia the decrease of receipts was SI and the increase of 0 expenditures tile the total expenditures for 1894 Is 4 and re the department suffered losses amounting to by outstanding bad debts and compromises with debtors the difference will be made up by appropriations some of the facts regarding the columbian stamps taken from the report ot of the third assistant postmaster general are interesting these were issued during the time the order was in force columbian stamps stampa of these were 2 cent stamps and 1 cent stamps A review of the transfer ot of stamp printing painting from tile the american bank note company to the bureau of engraving and printing Is made and it I 1 is declared that notwithstanding the com made of the character 0 of the stamps issued by the bureau it has blen been successful and there will be a saving to the government ot of 2261 tor for one year and tor for four years benevolent publications the third assistant postmaster gen eral criticizes criticises the act ot of july 16 1894 which allowed admission to the malls mails as second class matter publications of benevolent and charitable associations mostly secret society publications he says that since that act forty six publications licati ons heretofore excluded have been admitted to the malls whose annual aggregate circulation Is about copies the estimated weight of t this his ma matter ater Is about pounds he says many of these publications are purey purely advertising sheets sheet or circulars but as they conform to the law they cannot be excluded there has been a falling failing oft off in registered letters during the year ot of the total pieces registered amounting to there have been complaint cases of registered
