cus toras and in post offices western asad press to tax STANDARD 1 civil service rules washington feb S the president has approved and promulgated the revision of civil service rules which makee several very important changes in the dyste 0 I 1 appoint merits and tests of fitness applied to applicants for places in departments at washington and in classified customs offices and post offices the comm assion has also revised civil service regulations to confirm now rules these revisions have been under consideration by the complis sion during a great part of the year and both have received careful consideration by prisident cleveland ile read them at length several times and made changes and mod not one of the old rules or regulations remain sin its afew of the most salient agures of the new rules may be stated as follows 1 they are divided into four p arts general rules department alies customs rules and postal ru I 1 es 2 the general rules are nine in number and are applicable e ace pt in one or tn 0 particulars to all parts ot the classified service and to some p a its of the service not yet classified under the law or rules by these rules it is made an offense offence punishable by dismissal in any of the officers of the executive civil bervice eer vice 1 to use his official authority or lu fluence for the purpose of interfering with an election or controlling the results thereof or 2 to dismiss or cause to be dis in based or to use an influence of any kind to procure a dismissal of any person from any place in said service because such person has refused to be coerced in his political action or has refused to contribute money for any political purpose or to render political service and it is especially provided that any officer clerk or other employee who 1 shall violate section 11 of the civil service act which prohibits the receipt or solicitation of assessment subscription or for any political purpose whatever or 2 who shall violate section 12 which provides that apy person who shall solicit or receive in any manner whatever contribute contri but ions of money or other thin of value for political purs pose whatever or 3 who shall violate section 13 which provides that no officer or employee of the united states mentioned in the civil service act shall discharge or promote or in an y manner change the official rank of a ny 0 officer or employee or promise or t greaten to do so for giving or re contribution or 4 who shall violate section 14 which provides that no officer clerk or other person in tile service of the united states aall directly y or indi erectly band over to any person money or other valuable athinis on account of promotion or purpose whatever shall demissen de missed from service it is also pi ovidea that no question I 1 it any examination I 1 be so framed as to elecia a political or religious opinion or affiliation of competitors for the place and if any appointing or officer makes an inquiry concerning or in another way at tempts to ascertain in of mc or religion any person mho ea passed an examination or who shall discriminate in favor against such per son be dismissed by the geneal rules meyeral place the 0 abject in writing to all or any one of the persons thus certified stating that for reasons to be particularly specified such persons or any of them are not capa bloof performing the duties of the vacant place and itie commissioners are directed to make a certifies tion of other names if the objections are ascertained to le good and well fo the general rules also pro vides that soldiers and sailors vo have been honorably discharged because of sickness or wounds shall be certified for it ament in preference grade in exam i nation and in nia k n 1 I U re of force in al y branch the classified post office and vice versa the customs rules are eight in num bm the following examinations for customs service are prescribed in addition to other and non competitive F or a clerk day inspector inspector ess night inspector messenger assistant opener and pucker gauger examiner and sampler the m ax icum age of lim citation of 45 yeam is abrogated and the minimum is raised to 21 ins t ners or clerks a wic r ashier and auditor or collector the chief acting disbursing officer naval office ra dep uty surveyors one private secrets rys or one confidential c I 1 cotil officer soldiers and sailors are given the same advantage accorded them in examinations for do part mental service the manner in which promotion may be maja in the custom houses to which the commie sion has not yet applied promotion tile regulation is specifically defined and transfer sare authorize das follows from one office to another in the custom housed from one custom house to another from abo tres carrier and a mes mes scrim examination is to for testing the fitness for positions of stamper junior cherki and other places the duties of which are chiefly manual only three names maybe certified to a postmaster the following officers may be appointed without examination assistant post master private secretary or confided con fiden bial clerk of the postmaster cashier and assistant cashier for ten dents designated as such atile post office De custodians of the money stamps stamped envelopes ve or postal cards designated as such by the lost office department for whose fidelity the postmaster is under official bond promotions may be made upon any tot to t of fitness determined ter mined upon by tile post master if not disapproved by the commission the 45 years of age limit is abr ted as to the grade of clerk an ola the minimum for this grade Is rai sed from 16 to 18 the minimum for carriers is raised from 16 to 21 ye arsand the maximaino maxi main from 35 years to 40 transfers are been submitted to the president or his approval requiring the appoint ing officers whenever a dismissal from the executive civil service is made to file in the or office from which the dismissal is made a written statement of the cause of such dismissal edgerton said it was true that such a rule had been submitted to the President but it failed to receive his approval from first to last said
