President Presi-dent Menoe.il l.-.si.ed a decree y.-sler-. day prohibiting Importation of rlCS, until January. 1921, except under gov-) rnmSUt license This step was taken as a means of arriving at a solution of the financial problem which arose between Cuban Importers and Amorl-can Amorl-can exporters of rice, through the failure of the former, after a slump in Ihe market, to fulfill contracts covering cov-ering botvveen $25. 000. 000 and $30,-000,000 $30,-000,000 worth of that product shipped to this country.
