Let The Record Speak I wish to take this opportunity in extending my thanks to my loyal supporters in the primary election. I promise you that if I am nominated in the run-off, I will do my utmost ut-most to uphold the traditions and policies of a true Democrat. Demo-crat. I have no personal ambitions, which my past record will prove, and I only wish to be the servant of the people in the Legislature. Experience is one thing for which there is no substitute and we should have those that are experienced ex-perienced in our State Government especially at this time of turmoil. I was the chairman of three of the most important im-portant committees in the 24th Session of the Legislature the Agriculture and Irrigation Committee, the Senate Defense De-fense Committee, and the powerful Sifting Committee which certainly is developing in qualifying experience. I have carried no personalities into this contest. I am sorry for the individual who has no better platform than that upon which to conduct his campaign. I here wish to enumerate some of the legislation that I was interested in in the last legislature: I introduced and helped in passing Senate Bill No. 297 which gave the Department' of Agriculture the power to regulate the price of fluid milk so that just compensation compensa-tion would be returned to the producer according to his investments. It also provided that the distributor would have to bond sufficient to cover a thirty-day operation so that in case of bankruptcy the producer will be fully compensated com-pensated for the milk in the distributor's possession. . A bill protecting our forest watersheds for the conservation conserva-tion and preservation of our water sources, in cooperation with the Federal Government. I sponsored the Appropriation Bill to purchase an additional addi-tional 78 acres of land for the Utah State Hospital that it may be nearly self-supporting and lessen the burden- on the taxpayers of the state. I was the author and sponsor of seven defense bills, upon which the structure of our civilian defense is established. A bill providing and empowering the Governor to lease marginal lands on Uah Lake for the present Provo Airport. Air-port. A bill providing and empowering the Governor to lease lands to the United States Government for a bombing range in Tooele County from which a great deal of finance is brought into the State. I was placed on the committee and made the investigation in regard to the expenditure of the $800,000 that was returned re-turned to the cities and counties for the maintenance of the city streets and county roads, and after that investigation investiga-tion felt that it should continue to follow its present channels chan-nels to assist and maintain the road system throughout the county. My experience teaches me that the money is safer with elected officials than an appointed commission. Another bill that I introduced was one relieving the farmer of the gas tax on fuel used in farm tractors on farm operations. We in this state are competitive with our sister states next to our border and they all have these provisions, the deduction of the gas tax. On February 11, 1941, I introduced a bill that would empower the voters to thoroughly investigate those up for public election and empowering the removal from election of anyone that happened hap-pened to be un-American. I received favorable comment in an editorial in the Salt Lake Telegram on February 13, 1941, and the following comment in an editorial in the Salt Lake Tribune on February 19, 1941: "Senate Bill No. 188, introduced by Senators Lundell and Hirschi, is under consideration by the Utah legislature. legis-lature. It represents a timely and praiseworthy effort to protect the structure of this republic from termites bent upon its destruction. "In substance, the measure defines political parties to be organizations favorable to the form of govern- ment under which they exist, however much their leadis may differ on domestic, economic or local issues. It provides for the exclusion of all seditious elements and un-American factions from primary elections elec-tions and from other means of obtaining nominations for political office in the State of Utah. "Six new sections are to be added to Chapter 29, Utah Laws of 1937, as amended by Chapter 37, Utah Laws , of 1939. Section 51 prohibits recognition, by civil or election officials, of so-called political parties identified iden-tified with a movement or campaign to undermine or overthrow the local, state, or national government; of any faction that promulgates a program of treason or revolution; of any faction that affiliates with alien enemies, agencies, or other organizations advocating or aiding, by word or act, attempts to injure or destroy the government of this state of the union. "Section 52 provides that the executive officers of a new party organization must subscribe to and file an oath of allegiance to the constitution and governments govern-ments of the state and nation, covering all points enumerated in the preceding section. "Section 53 is designed to control the printing of ballots bal-lots in order to insure exclusion of objectionable elements ele-ments to which reference is made in the bill; the three succeeding sections pertain to the scrutiny of affidavits, the investigation of apparent fraud and falsehood, and the penalties to be inflicted for violation vio-lation of the act. "There is nothing in the proposed measure to which any loyal American may object. It is indorsed by the American Legion and the Veterans of Foreign Wars, who believe in peace and protection from insidious encroachments of foreign emissaries, as well as in precaution and foresight to prevent potential enemies from bringing the war to our shores. "The so-called 'communist party,' whose perennial candidate for president is serving a prison sentence for fraud and forgery, is not really a political organization. or-ganization. It is more of a plot than a party more like a conspiracy than a campaign factor. "Each state has a right to regulate its own elections and to specify the qualifications of its officials. 'The powers not delegated to the United States by the constitution, con-stitution, nor prohibited by it to the states, are reserved re-served to the states respectively, or to the people.' The right to protect their government and themselves from the perils of revolutionary intrigue and the covert threat of confiscation by alien theorists is one of the rights reserved to the people." I am the servant of no particular group, which you will observe from my bills which were for the good of the people of the State in general. I have served my fellow citizens with diligence and sincerity in the last three sessions of the State Legislature and I would again appreciate ap-preciate your vote of confidence in placing me In a position po-sition to serve you again in this coming session.
