for Richfield That decision was reached Thursday during a public hearing hosted by the Sevier Valley Applied Technology Center at which members of the community representing a wide variety of interests discussed possible options with architect Steve Ehningcr Proposed site for the center is just west of the convention center which will be started this summer off the northwest corner of the existing SVATC building Projected completion date for the performing arts center is the spring of 1997 Ehningcr a partner in the firm of Ehningcr Fctzer and Tholcn of Salt Lake City presented several possible designs and associated Included in the building w ill be space for several SVATC programs associated w ith the performing arts links between the performing arts center and the convention the Utah Office of Crime Victim Reparations brought to 50 people representing eight groups who deal with vic- tims Represented at the Wednesday meeting were the Utah Highway Patrol Sevier County Shcrilfs Office Richfield City Police Sevier County Sexual Abuse of Children Task Force Coalition on Sexual Abuse of Adults VictimAViincss Advocates New Horizons and Salina City Police The meeting was hosted by C Howard Watkin a member of the Governor's Council on Victims The Crime Victim Reparations Program was started seven years ago It is designed to compensate victims of violent crime and their survivors Covered under the program arc dental care medical care mental health counseling loss of earning as a result of the crime funeral and burial expenses loss of support to dependents replacement service loss child care relocation and related costs replacement of door locks or other essential personal property required for the health and safely of the crime victim and eyeglasses hearing aids or other medically necessary devices To qualify the victim shall be a resident of Utah or the criminally injurious conduct shall have occurred in Utah a police report must have been file with seven days of the occurrence (some exceptions are allowed because of injury or age) claims must be filed within one year after the crime occurred (some exceptions arc allowed for child victims of sexual abuse) and full cooperation with all law enforcement and Crime Victim Reparations Office is required Determination of awards is based on collateral sources available to the victim Davis said S37 million was awarded to crime victims statewide last year but only five claims were filed from Sevier County The program receives funding from fine surcharges and from the federal government "We get 35 percent of the money collected on fine surcharges which will amount to about S25 million this year" Davis said About 40 percent of the office's budget is reimbursed by the federal government he said Watters administers a program which provides funds to local programs designed to assist crime victims "Last year we provided $590000 to programs throughout the state" she said "About 11000 people received assistance under this pro- gram" Watters also discussed a Utah Constitutional Amendment which w ill be on the November ballot The proposed amendment will ensure the rights of victims receive
