COUNTY NEWSPAPERS I Id lis Pleasant Grove City NOTICE OF PUBLIC HEARING AND BONDS TO BE ISSUED PUBLIC NOTICE IS HEREBY GIVEN that on March 18, 2008, the City Council (the "Council") of Pleasant Grove City, Utah (the "Issuer"), adopted a resolution (the "Resolution") declaring its intention to issue Excise Ex-cise Tax Road Bonds. Series 2008 (the "Bonds") pursuant to the Local Government Bonding Act, Title 11, Chapter 14, Utah Code Annotated 1953, as amended, and to call a public hearing to receive input from the public with respect to the issuance of the Bonds. TIME, PLACE AND LOCATION OF PUBLIC HEARING The Issuer shall hold a public hearing on April 15, 2008, at the hour of 7:00 p.m. in the, City Council Chambers, (south entrance), 86 East 100 South, Pleasant Grove, Utah. The purpose of the hearing is to receive input from the public with respect to (i) the issuance of the Series 2008 Bonds and (ii) any potential economic impact that the improvements financed fi-nanced with the proceeds of the Series 2008 Bonds may have on the private sector. All members of the public are invited to attend and participate. par-ticipate. . PURPOSE FOR ISSUING BONDS The Issuer intends to issue the Bonds for the purpose of (i) financing all, or a portion of, the renovation andor construction of roads and related improvements, (ii) funding a debt service reserve fund, and (iii) paying issuance is-suance expenses to be incurred in connection with the issuance and sale of the Bonds. PARAMETERS OF THE BONDS The Issuer intends to issue the Bonds in the principal amount of not to exceed Five Million Five Hundred Thousand Dollars ($5,500,000), to bear interest at a rate or rates of not to exceed five and one-half percent (5.5) per annum, to mature in not more than ten (10) years from their date or dates of issuance, and to be sold at a price not less than ninety-eight percent (98) of the total principal amount thereof, plus accrued ac-crued interest to the date of delivery. EXCISE TAXES PROPOSED TO BE PLEDGED The Issuer proposes to pledge all the class C road funds received by the Issuer pursuant to Title 72, Chapter 2, Part 1, Utah Code Annotated 1 953, as amended, for repayment of the Bonds. The Bonds are to be issued and sold by the Issuer pursuant to the Resolution, Reso-lution, including as part of said Resolution the draft of a Final Bond Resolution which were before the Council and attached to the Resolution in substantially final form at the time of the adoption of the Resolution and said Final Bond Resolution is to be adopted by the Council in such form and with such changes thereto as shall be approved by the Council upon the adoption thereof; provided that the principal amount, interest rate or rates, maturity and discount of the Bonds will not exceed the maximums set forth above. Copies of the Resolution and the Final Bond Resolution are on file in the office of the City Recorder of Pleasant Grove City in Pleasant Grove City, Utah, where they may be examined during regular business hours of the City Recorder from 8:00 a.m. to 5.00 p.m. for a period of at least thirty (30) days from and after the last date of publication of this notice. NOTICE IS HEREBY GIVEN that a period of thirty (30) days from and after the last date of the publication of this notice is provided by law during dur-ing which (i) any person in interest shall have the right to contest the legality le-gality of the Final Bond Resolution or any provision made for the security and payment of the Bonds, and that after such time, no one shall have any cause of action to contest the regularity, formality or legality thereof for any cause whatsoever; and (ii) registered voters within Pleasant Grove City, Utah, may sign a written petition requesting an election to authorize the issuance of the Bonds. If written petitions which have been signed by at least 20 of the registered voters of Pleasant Grove City, Utah, are filed with the Issuer during said 30-day period, the Issuer shall be required to hold an election to obtain voter authorization prior to the issuance of the Bonds. Treatment Technique (TT) - A treatment technique is a required process intended to reduce the level of a contaminant in drinking water. Maximum Contaminant Level (MCL) - The "Maximum Allowed" (MCL) is the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. Maximum Contaminant Level Goal (MCLG) - The "Goaf(MCLG) is the level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety. All sources of drinking water are subject to potential contamination by constituents that are naturally occurring or are man made. Those constituents can be microbes, organic or inorganic chemicals, or radioactive materials. All drinking water including bottled water may be reasonably expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that the water poses a health risk.
