Following are CFR members appointed to key positions by President Carter: Cyrus R. Vance, Secretary of State Harold Brown, Secretary of Defense W. Michael Blumenthal, Secretary of the Treasury Joseph A. Califano, Jr., Secretary of Health, Education, and Welfare Patricia R. Harris, Secretary and Urban Development of Housing Charles L. Schultze, chairman of the Council of Economic Advisers Zbigniew Brzezinski, National Security Adviser Other members of the CFR named by Carter for top positions are: Warren Christopher, deputy secretary of State; Philip C. Habib (one of former Secretary of State Henry Kissinger's closest advisers) , undersecretary of State for political affairs; Richard M. Moose, deputy undersecretary of State for management; and Richard N. Cooper, undersecretary of State for economic affairs. (This list was made public prior to Carter's inauguration. ZBIGNIEW BRZEZINSKI CARTER'S NATIONAL SECURITY ADVISER Picked by Carter to serve as the director of the National Security Council was Polish-boZbigniew Brzezinski, a member of the Council on Foreign Relations and the Trilateral Commission. The NSC is the government's highest group. Friends of Brzezinski state that he is as close to David Rockefeller as former m policy-planni- SECRETARY OF member of the Council on Foreign Relations, Harold Brown worked in the Pentagon during the Kennedy and Johnson Administrations. Brown was one of Henry Kissinger's principal lieutenants on the negotiating team for the Strategic Arms Limitation Talks (SALT I) agreements. The result was a document shot through with loopholes which work to the advantage of the Soviet Union and spell out U.S. inferiority by a ratio of 3 to 2. The SALT I agreements made it legally impossible for the U.S. to build strategic weapons even to maintain parity with the Soviets. Commenting on the Brown appointment as Secretary of Defense the NEW YORK TIMES stated that his selection was welcomed by leaders in the arms-contr- ol community," and that Brown has frequently sided with the Arms Control and Disarmament Agency in opposing the views of the Pentagon."
