The final conference report on the postoffice appropriation bill was agreed i i to This left but four appropriation I 1 bills in conference The compromise 1 L relative to the old settlers claims in the Indian bill was agreed to also I leaving only the sectarian school question i ques-tion in this bill onen Bills and joint resolutions were passed calling on the secretary of the treasury for information as to steps to be taken tu procure a settlement of the disputed question of the liability of Virginia or West Virginia for 540 000 of bonds in which the Indian funds are invested for the establishment of t a sire for tie erection of a penitentiary I at Fort Leavenwortih Kan for a scientific investigation of the furs and fisheries to amend the act for the protection of the salmon fisheries of Alaska to amend the laws relating to L American seamen and to facilitate the reorganization of the Northern Pacific railroad company Just before the session closed after one unsuccessful attempt the house decided to take up the consideration of the AldrichUnderwood contested f case from the Ninth Alabama district Instead of adjourning the house tonight to-night again took a recess until tomorrow l tomor-row jn order to render the special order of Friday still operative + THE PROCEEDINGS When the house convened at 1 I oclock this morning in continuation ot the legislative day of Saturday there C were only about members seventy member on the floor Mr Sherman of New York chairman i chair-man of the committee on Indian affaire faire presented a resolution calling on I the secretary of the treasury for information in-formation a to the steps taken to procure f pro-cure a settlement of the principal and interest of certain bonds of Virginia ownership which were assumed by the United States Part of the India fund S540000 was invested in these I < bonds and the question has arisen I whether the liability of them belonged t Virginia or West Virginia I Mr Kern of Nebraska raised the point of no quorum whereupon a call of the house was decided upon The I call saowed 16S members present eleven I less than a nuorum Thereupon the doors were closed cosed Mr Dingley the floor leader of the majority offered a resolution which was adopted revoking all leaves of absence ab-sence except on account of sickness and desiring the sergeantatarms to I telegraph the moved the passage under suspension of the rules the bill to amend the laws relating to American seamen He explained plained that the bill had been framed by the committee on merchant marine and fisheries after a thorough investigation in-vestigation of the subject Both the shipping interests and the Sailors ad Saiors association as-sociation had been consulted Every vestige of imprisonment for violation I I of the contract between the master and seaman was stricken out of the existing law by the bill it provided anew a-new scale of rations and made many other changes in the existing law looking look-Ing to the amedioration of the condition condi-tion of American sailors The bill was passed without division i THE NORTHERN PACIFIC Mr Loud of California presented the final conference report on the post office appropriation bill I contained compromise relating to the a relatng consolidation consoli-dation of postoffices The report was agreed to ageel Mr Hartmen of Montano mm o the I passage of the bH to facilitate tile reorganization re-organization of the Northern Pacific railroad The purpose of the bill was to enable the road to reorganize under a federal charter Mr Quigg Rep of New York opposed op-posed the passage under suspension of the rules of a measure which affected 4706 miles1 of railway 4300000 afted of land and 40000000 of property He characterized the bill asa freeze out pame The bill was advocated by Mr Taw S i ney Rep of Minnesota John Rep of North Dakota and Doolittle Rep of Washington and opposed by Mr Watson Wat-son Rep of Ohio The bill was passed150 to 55 A resolution was adopted giving members general leave to print remarks re-marks In the record for ten days after the final adjournment CRIES SLANDER Mr Johnson of California arose to a question of privilege and denounced what he believed to be a malicious and slanderous statement printed in a San Francisco paper June 2 concerning concern-ing his attitude toward what is known as the California mineral bill He made a bitter personal attack on the proprietor pro-prietor of the paper Mr W R Hearst Mr Maguire Dem of California protested against the personal assault as-sault on Mr Hearst who he said was at present in New York and probably had no knowledge of the article ar-ticle to which Mr Johnson took exception ex-ception The conference report on the Indian bill containing the compromise relative rela-tive to the old settlers claims was I agreed to and the bill sent to further conference This left the sectarian school question the only matter still in dispute between the two houses Shortly after 5 oclock Mr Daniels Rep of New York again called the AldrichUnderwood contested election case This aroused the ire of the Dem te ocrats The question of consideration was raised but this time the house decided 130 to 68to consider the case During the progress of the roll call I many of the Democrats left the hall Mr McMillan Worn of Tennessee attempted I at-tempted to force a division on the conference report on the District of Columbia < bill as a means of developing develop-ing that no quorum was present but Mr Dalzell Rep of Pennsylvania who was temporarily in the chair manipulated the parliamentary situa I tion so as to prevent this and subsequently subse-quently despite the protests of Mr Terry Dem of Arkansas declined to I entertain an appeal from his
