He added that local - governments can take steps to prevent any shoddy development. The legislation has passed the House, Nielson said, but is unlikely to be passed by the Senate. Nielson answered that little could be done. He went on to dealing with promotion of tourism. Council member Nick Eason commented that rumors have been circulating that airlines plan to increase fares for travel at the time of the Los Angeles Summer Olympics, which could have an adverse effect on local tour companies. The group also discussed reported difficulties in foreign visitors obtaining visas to the United States. Nielson responded that with what he termed the present terrible balance of trade situation, the U.S. should encourage foreign tourism to the maximum extent possible. Needles. Originally, he continued, it had been planned to construct a scenic loop road which would run from Rainbow Bridge through the Needles, to the Island. Such a road, he said, would cost approximately $100 million, and would be too extravagant, considering the pre- sent level of available funds. Nielson commented, roads accessible to all travelers to major scenic overlooks in the park are needed. Disappointed with appointment Concerning the appointment of William Clark as secretary of the interior, Nielson said he was not impressed with the secretarys input, adding that he had not indicated his intentions. Nielson stated that, especially with the shutdown announced last week by Atlas Minerals, tourism should be stressed, adding that it is the bread and butter of the Moab area. In response to a second question prepared by the council, Nielson said that there is little chance that the park will receive congressional support toward early funding of other needed projects in fiscal 1985. The Island road project, to begin this year, is experted to cost about $4 million. He said that Congress will attempt toehold' spending at about present levels next year, to permit a down payment on the national deficit, without requiring an increase in taxes. He responded that the bill, designed to prevent ram-shack- el developments around national parks, was laudable in concept, but poorly written. If the buffer zone included proposed integral vista stipulations, he said, it could tie up a large amount of land in Southeastern Utah.
