WILSON FORGES SOLID FOR GLASS SAN By WILLIAM JENNINGS BRYAN. Written Exclusively for Unlveraal Service (Copyright, 1920, by IV. J. Bryan.) SAN FRANCISCO. June !7. When the convention opens tomorrow It will be confronted by Issues which will, for a couple of days, overshadow booms for candidates. The issue talked about most Is the one Involving: the prohibition amendment and its enforcement by federal statute. The changes of attitude by the representatives of the knights of thirst" have been kaleidoscopic in Humber and variety, If not In speed. At first we had the cocksure opponents of prohibition led by Governor Edwards and heartily seconded by Governor Smith. Oovernor Edwards wanted to make his home state as "wet as the Atlantic ocean. and when Dame Fortune landed him In the executive chair he attempted to moisten all adjacent territory. He was so emboldened by bis lucky strike that he blossomed out Into a candidate for president, and the brewers began to beat their tomtoms throughout all the swampy sections of the country. Then Governor Smith of New York, in a burst of enthusiasm, denounced prohibition as worse than Prusslanlsm and a Democratic state convention held In New York declared unalterable. If not unutterable, opposition to the national amendment and pledged the party to nullify by Btate statute any federal law enforcing It during the, as they hoped, short period that might elapse between the date of the convention and the nations return to the saloons. Wet Propaganda Encouraged. The men who felt that the right to poison others with alcohol was the only Inalienable right guaranteed by the constitution and the right to drink Intoxicants the only kind of liberty represented by Columbia, proceeded to tell the Democratic party where to head In on the liquor question. The wet propaganda received copious encouragement from a number of organisations in different parts of the country. Even the supreme court decision did pot discourage them. They descended on the convention like an army with banners, foaming like a glass of beer and raging like strong drinks. While there Is some rivalry among those who aspire to lead this motley host, the Honorable James Nugent of New Jersey will probably be given the r, distinction of being hlg fitness for the place having been attested to the New Jersey brewby his closeness ers and by the fact that he was one of the four Democrat members of the resolutions committee In the St. Louis convention of 191 who brought in a minority report against admitting women, the implacable foes of the dram shop, to full citizenship and suffrage. Two of three compatriots on that occasion were an Indiana brewer and a governor of Texas who has ilnce been Impeached. flag-beare- Lights Out in Capitol . But the lights are out In the capitol," so to speak; the advocates of wine and beer have come up against a stone wall. They have counted noses, regardless of color, and they find that they cannot hope to poll a majority, probably not a third In favor of any wet plank, no matter how ambiguous its terms might be. Nothing having the odor of the Vatican can hope to receive the approval of the convention. Theg are now digging a second line of trenchesfrom which they hope to defend themselves against the attack of the drys, who ere already crossing no man's land" There are some in the convention there always are some In a political convention who dodge whenever any Issue arises. They would amend the ten commandments If by so doing they could suppress a roll call, for be it remembered that It Is impossible to bring 1000 men together without Including a few who love darkness rather than light." for the old reason so clearly set forth In Holy Writ. Eight Is as wholesome In politics as It Is sanitary. For this reason all legislative bodies provide for a roll call and no one who has ever been a member of a legislative body needs to be told that the vote on roll call often differs materially from the viva voce vote. I have known a vote to adjourn to be carried overwhelmingly by the voice and defeated overwhelmingly on roll call. The drys rely upon the moral strength of their cause and the spirit urge of those who sent these delegates to the convention. Wire Another amplification of the Virginia platform which also has the president's approval is designed to meet the cry that participation in the league would mean the ruthless slaughter of American sons in remote parts of the world, sent there at the whim of the chief executive of the United States. This cry the platform denounces as "false and vicious" and asserts that under the league American soldiers could not be sent to fight anywhere In the world without the consent of congress. "As now drafted and as It will be submitted to the committee on resolutions," said a leading administration Democrat today, this league plank is regarded by President Wilson as best expressing his views on this Important subject. The Tammany braves came to the convention with a program which provided that they should give Governor Smith a few complimentary votes and then swing in with Ohio, New Jersey, Illinois, Indiana and other delegations to put over Cox, who has guaranteed, if he should become president, to aot sympathetically on legislation to resurrect light wines and beers. Then a number of things happened to alter the viewpoint of Charles F. Murphy and his New York following. In the first place Cox deserted the wets at a crucial moment. When it was becoming evident that Bryan and the prohibitionists were strong enough to prevent Cox from obtaining the requisite majority for the nomination former Governor Campbell of Ohio sought to placate the drys by announcing that Cox is opposed to a wet plank in the platform. y, two-thir- Wets Resent Desertion. That angered the wets ail over the Rumblings of dissatisfaction with Cox were heard from the Illinois, Indiana, Michigan and New Jersey, as well as the New York delegation. Murphy, who had begun to lose faith In the possibility of nominating Cox any-- a ay, and had been scouting for a winner, professed to be greatly angered by the action of the Cox managers In deserting of the the wets. There was a round-u- p Tammany chiefs, at which It was decided to abandon the program to vote for Cox. Indications are not lacking that this action on the part of Tammany was promoted by certain negotiations in progress between the McAdoo managers and Murphy. Postmaster General Burleson set out to convince the New Yorkers that McAdoo is not so dry as he is painted and that McAdoo was not responsible for Tammany's seven lean years in the wilderness under the Wilson administration. Father-in-laWilson would not allow McAdoo to distribute the patronage to Tammany, as he yearned to Mcdo, and It had greatly grieved Mr. Adoo to be compelled to treat his respected friend, Mr. Murphy, so unrea-erousl-y. Moreover, the postmaster general would stake his reputation for reliability that Mr. McAdoo would "have a heart on legislation to liberalize the Volstead prohibition enforcement act. place. w w Tammany Changes Mind. Whether Mr. Murphy exacted any more definite understanding of relations with Mr. McAdoo If elected president, report salth not, but the changed attitude of Tammany soon became known. Whom will New York vote for? an official of Tammany hall was asked. For Governor Smith on several ballots," was the reply. "Will New York hold out against McAdoo to the finish?" "No, why should we? The same tendency on the part of wets to desert Cox was found in the Illinois and a number of other delegations. The development has put a serious crimp la the Cox boom. Whether the other delegations will weaken in their opposition to the president s remains to be sOen. The result, however. Is to leave McAdoo by far the most (Me mid able candidate In the convention. The race seems to be all over but the shooting and If I am not nominated on the first or second ballad, I will do the shooting. Well friends, if I am nominated and elected I dont expect to live long anyway so the vice president nomination this year is more important than ever before. I will be satisfied with any of the two men for this office. The first of these is Rily Wilson of the Sixth congressional district of West Virginia who Is now running for congress or something and Is opposed by the wets and will willing and gladly withdraw in order to run on the same ticket with a man like I. Should the messages quit coming through that will serve as a sign that I am, alas, no more. I would therefore take advantage of this opportunity to state that I had a good disposition, was born a Democrat, served as a war correspondent in Flanders and also through several Kentucky elections and enjoyed an excellent reputation up until the time I began reporting national conventions. Further details of the life of deceased and the hour for the funeral will be supplied by the press associations. 1 try not to be morbid, but seems to tell me that If I am something not killed in one of San Francisco's taxicabs I shall be killed under one of them. The youth zho has been driving me about is a lineal descendant of the late Ben Hur and carries a picture of Barney Oldfield in hie watch. He assures me he is a careful driver, but I am loath to believe this because this murnlng within the space of half a mile he missed three pedestrians, although he practically undressed one of them. Yet wtth the proper care in aiming he should have destroyed all three of them utterly. Taxicabbist Familiar. There is nothing standoffish or formal about the local taxteabbtst. Before he has known you five minutes he is calling you "Say, Bill, and is chatting generally with you over his shoulder as he goes careening about corners on one wheel or coasts down a steep hill at such a rate of speed that you can feel the taxi slipping right out from under you, I call him a taxicabbist to distinguish him more clearly from a taxidermist. A taxidermist skins things which others have killed. A taxicabbist provides his Own dead. I am becoming really attached to the youth who drives me. Encouraged. The McAdoo movement, which hod been straining at the leash, took on a new meaning, and his boomers at once asserted that they would be high in the Set when the first ballot was concluded. Rival forces were not certain what would be the effect of Mr. Love's announcement. - The Cox camp asserted early In the day that everything possible would be done to bring tho McAdoo move- -' ment out Into the open to force an early show of strength. Some of the Palmer supporters conceded that McAdoo os on active candidate from the beginning probably would reduce tho attorney generals vote on the first ballot, but they said they also welcomed a clean, open contest from the start. There was Immediately a return of strength' from original McAdoo boomers who have been straying away Into other camps as the former secretary has repeatedly declared he would not become a candidate. Delegates who hod originally made him their first choice, but made him on his statements of declination, second immediately returned his name to first place. Various state delegation caucuses have done likewise. Movement Sweeps Delegates. As the news of Mr. Loves statement spread among the delegates there was immediately a turning movement which began sweeping the delegates who prefer McAdoo into a cohesive force, and which began at once to renew efforts to bring about bis nomination. Up to the time of Mr. Love's statement, McAdoo boomers were estimating their Strength from 250 to as high as 600. The first effect of Mr. Love's statement woe to create an Immediate demand for further and more authoritative Information. In view of Mr. McAdoos repeated declarations that he did not wish to become a candidate, many expressed the view that something should be given to , the delegates, either from Mr. McAdoo himself or bearing In an unmistakable way his approval. Word that Mr. Love was announcing that Mr. McAdoo would accept the nomination spread rapidly through the ranks of the delegates and displaced all other topics. Up to that time the McAdoo boomers had. been working to hold tbeir candidate In the reserve and bring him out at a moment when it appeared neither Cox nor Palmer could be nominated. This, they explained, had been forced upon them by Mr. McAdoos repeated declarations that he would not accept the nomination. New life in Boom. however, a lot of new life was injected into (he McAdoo boom, and delegates who hod once declared for him, but later expressed other affiliations In view of his declinations to runs, declared there would be a return of strength. Mr. McAdoo's candidacy has been managed here by an informal committee without organization, and with the Intention of not having hla name formally presented to the convention. The plan has been to have no nominating speech end no formal presentation of their candidate to the convention, hut to nominate him by Alabama casting her first ballot for him. Then, according to their plans, the other state delegations were to pile in their votes and make a showing.
