Gen. James VV. Hopp, director of U.S. Air Force Logistics Programs. The war in the Persian Gulf w ill not change plans to streamline the U.S. military, the former Ogden Air Logistics Center commander said Friday at the kickoff of the Society of Logistics Engineers' annual symposium. "Make no mistake about it, we are going to have a smaller Defense Department. Desert Storm is not going to change that," said General Hopp. What Desert Storm is showing is that the kinds of threats the United States is facing have changed. "There still are dangers in this world we live in and one of those dangers popped up on Aug. 2 when Saddam Hussein invaded Kuwait," he said. Iraq presented a "totally different" kind of threat than the military had been focused on before, when a threat from the Soviet Union and Eastern Bloc countries was the prime focus. Though Desert Storm has shown that the preparation done was good, General Hopp said that it is not going to stop the reduction in defense spending. "We'll see changes and those changes are reflected in our budgets that show dollars going down," he said. However, he warned that the Defense Department cannot be complacent about the support for such programs as the B-- "thinking we've got good support for the B-- so if it gets a little bit out of w hack in terms of its budget or its schedule or its capability that well be able to count on getting more money 2, Make no mistake about it, we are going to have a smaller Defense Department. Programs Storm is over, the U.S. military will have to replenish the assets used in the operation. But once weapons and other equipment are repaired or replaced and once arrfmunition stockpiles are replenished, DOD cuts will continue. Reduced budgets in such areas as operations and maintenance and spare parts can be dealt with by drawing down the force structure and by making other adjustments. Modern technology will help improve the reliability of the spare parts that can be obtained and to forecast where those spare parts will be needed, the general said. "There is a strong commitment in the future to systems like the B-- the advanced tactical fighter and programs of that nature because they are very 2, 2 for it" General Hopp said Secretary of Defense Dick Cheney "did a very courageous thing" when he looked at the A12 and the problems that it had and decided the department couldn't deal with the problems and canceled the program. "Our job as logisticians, program managers, contractors and people who are involved in this, is that we need to be sure in the future we don't allow that to happen to a program we are on," he said. The leadership of the Air Force is also committed to maintaining a quality force. One way they will do this is to continue to provide the pay raises that are necessary. "I would be less than honest if I said we're going to be able to bring military and civilian pay up to comparability, but we are going to try to make the annual pay raises so that we can at least try to offset the level that we are below comparability," General Hopp said. "When the economy is in the state it is in, I think that's all we can really ask for."
