Ag Protection Ordinance Adopted By Alice Smith: In this age of passive compliance, heros are hard to find. The Monitor would like to take this opportunity to salute Originally presented as Ordinance 94-03, in June of 1994, the Agriculture Protection Area legislation was finally adopted as Beaver County Ordinance 96-03 (see page 5). Although hotly contested in 1994 public hearings, the ordinance received very little notice last Monday when implementation was unanimously approved by the — county commissioners. Senate Bill #227 was introduced in the 1994 Legislature by Senator Leonard Blackham, a turkey farmer from Sanpete Max Mayer, a man with the courage to stand for his convictions. In a Tuesday evening public hearing he asked the Milford City Council for an accounting of the dump closure funds. Mayer contended that $19,000. budgeted for garbage handling should have been transferred from the sewer fund to the garbage fund. That figure added to the $27,840. fee levied for dump closure raised the total paid by Milford City residents for waste management to $46,840.+. The city countered with a total cost of $19,047.37 for contracted services and $22,880.00 in city crew and equipment cost, totaling $41,927.37 for a discrepancy of approximately $5,000. Items totaling $3,000. in the contracted a : services statement presented by the city may have been charged at least twice, creating a scenario where residents could be owed a refund totaling about $8,000. Mayer made no accusation of wrong doing. He simply anation of that fund, and that fund only. When the ‘ed justification in the form of charges for city crew and equipment, Mayer answered, “No, I don’t want to get into that unless you want to examine the entire budget. If there was an overcharge, you agreed to give it back.” Mayer quietly left - still unsatisfied - at the end of the hearing. What did he accomplish? If nothing else he drove home the point to the council that their bookkeeping practices may bein Nick Swain, city coordinator and currently acting city question. 10 County.
