registration board to register all applicants for employment in rhe department of unlisted labor to be selected as required on the principle of first come first served with the reference only to army veterans or men haying families to support 2 registration of all applicants for tiona of skilled labor under the same rules of preference and employment on trial according to merits 8 selection of foremen upon competitive examination the board will con gist ot of ficera of the navy engaged in conducting the work of the yards the secretary added that having begun this way he does ant to stop until the principle of efficiency and worth is the only test of navy yard employment he is satisfied the plan can be carried all suspicion of machine politic a from the that economy and efficiency of work will ba promote while the community will be eure that the navy yard in its midst instead of being the focus of local political intrigue is the place of amplo a body of independent and belf respecting workingmen only road to promotion lies in good work the present civil service law is the best that could be devised to improve tha civil service of the country I 1 do not enow but I 1 do know from personal observation in my own department that person ao pointed under the system are unquestionably more effi l dentas dent as a whole than these selected by any system of patronage and I 1
