It would also require that unionized industries and firms be given ample weight in surveys. To insure fairness and true comparability with private industry, it would establish an allagency board to set the criteria and policies for the wage board surveys. This board would be appointed by the Secretary of Labor. Of its five members, two would represent bona fide employee organizations. The board would develop and maintain uniform systems for fixing rates and would set wage board policies, as well as setting up a system for job analysis and evaluation. for The bill also would establish 10 wage board employees, similar to those enjoyed by white collar employees.
