According to George Miller, more complicated. The results and the possibilities though are fairly cleur and the future is staggering for the Basin area in its implications. The telecommunications system at UBAVC, in conjuction with other similar systems through networks such as KUED, are opening up educational opportunites for people, that might not otherwise get the chance to receive the programs otherwise. Through systems such as the one UBAVC has, for example, a Union High School teacher, Bart Willis is teaching German to students in classes in Tabiona and in Manila. He has a two-wawith both audio hook-u- p schools so both parties can hear and be heard. Both classes also can see him, although currently he has a video hook-u- p where he can see the students in Manila as they see him.' Willis , wu originally skeptical ' about the system and the idea, but now believes that the program is a definite plus. He said, These kids are getting a chance to learn things, such as German, that they wouldnt be able to get otherwise, because of logistics, distance and funds. Roosevelt City Council put up the first $1000, last Tuesday night based on a suggestion by City Administrator Brad Hancock, after conferring with UDOT officials on the traffic light situation. It was a recognised need by all the parties, that the light was needed and that action would need to be taken to prevent such accidents as the one that occurred on September 26. However, even if the money was available now, it would still take six to eight months to install the light. As of press time, the action of providing seed money by the city council is the only action taken on the subject, by any group or individuals on speeding up the process.
