Some of the tax mien m Idaho have said that the stale and the counties will be thrown into a state of finwnriai chaos. Taxes were paSd by the utilities this year under protest, even though the tax bite Ita some counties was less this year than It was last year, such as in Franklin county. It has been suggested that reftinds from 82.5 million up to as much as will have to be made In the state of Idaho. That really smarts. Then there 2s this county in Oregon. Portland General Electric company, the public utility serving the Northwestern part of Oregon and other areas, announced this week that It was building a one million kilowatt nuclear power plant Two sites are under consideration and both of the sites are located in Cokanbia County, Oregon. Though the plant will only employ 60 to 70 men when it is completed (sometime in 1975), it will employ 400 to 600 men during the construction period. The Mg bonanza is what It will do to the assessed valuation of the coimty. Columbia county is a county with several large industries, such as a l&knll-Ho- d Boise Cascade paper wiin. etc. This plant alone would increase assessed valuation of Columbia county by 70 percent Just think, up the valuation by 70 percent end only increase the family needs by 70 percent Back to Idahos dilemma. Tim counties that will really feel the effect of this is those like Washington, which Is sadd to be in the worst shape. flO-milli- 8130-millio- n, assessed valuation, 61.7 percent from the Utilities. This is the with the huge Idaho Power dam projects on the Snake River. That really smarts. In Franklin county, about one third of the valuation comes from the utilOf its comes county ities. This Is no small sum and if the county is ordered to return half of that ejmouut, there wfll be chaos here too, at least there will be school districts and a bewildered county. Of til the counties ' in Idaho, Franklin county, especially the school districts in the county, get more for their tax dollars than do most areas. It Is stretched because it has to be that way. It will be os detrimental to Franklin county, because of this fact, as it will be to Washington county which ha been basking In the light of high evaluation for several years. Whrat will happen? This Is difficult to say, now, maybe by the time this editorial Is printed, we will know. However we do know that the state legislature, thrown almost completely Into a state of shock as It was considering revenue bills, has shown signs of Instituting franchise taxes, gross revenue taxes and other means to get the money back from the utilities. At the same time the state attorney general has Indicated that the utilities must pan whatever tax money they get back on to their customers or be will file suit against them. Actually (he answer would have been simplified, at least for one county, tf Portland General Electric would have built their new plant somewhere in Idar ho.
