Goff Green Sheet Staff Writer WEST VALLEY. Redevelopment is alive and well in West Valley City, Redevelopment Agency ministrator Larry Catten said Ad- with pride. Things are really starting to move now, he added. Youll probably start seeing things really begin to pop this summer. Redevelopment, like a well-tie- d fishing lure, can attract the specific types of things the city wants to see located in a particular place, while at the same time, clean up an area which may be either be deteriorating or less developed than it could potentially be. Created by the City Council in October, 1984, this citys Redevelopment Agency is currently overseeing a redevelopment area consisting of a parcel between Redwood Road and the youth detention center at Decker Lake - about two blocks south of the present City Hall location. Intended primarily as a commercial project, the area will most likely all be developed in either or simiar industrial park-typ- e construction, Catten explained. Apponted to the position of administrator last April, but on the job full time for less than a year, Catten came to West Valley with redevelopment experience under his belt. A former member of the Murray City Council, where he also sat on -- the Redevelopment Agency board, Catten resigned his elected office last August to avoid any appearance of conflict of interest with his job here. We specficially decided this area will not be used for housing, he explained of the initial project here. Other (future redevelopment) projects, though, could see some kinds of housing, though. One goal this year is to locate an area for a housing redevelopment area. Well be working closely with the Housing Authority on that. Noting the city is not rushing headlong into developing the area currently earmarked for redevelopment, Catten explained a target area has been set aside as a window from Redwood Road to the overall redevelopment area. Youll probably see the first construction taking place there he said. sometime in June, Development of that window will be y warehouse primarily of buildings, along with some office space. But the office market is very, very soft right now, Catten explained. There is a high vacancy rate and theyre being absorbed very slowly. I doubt that a high profile office project would sell. The window concept will be extended even to the target area itself, he said, with the structures flanking Redwood Road targeted for construction in the first phase, followed by other development as the market stabilizes. v'" ' alia (90-acr- . tfx; a y' i - arfC I'? o ' o5 4 J- - one-stor- TARGET AREA . . . Some redevelopment projects in other parts of the state have left a sour taste in the mouths of property owners affected by the program. Catten explained, however, that West Valleys redevelopment -- Valley has welcomed the legislatures intent with open arms. We dont want any kind of negative image connected with the agency, he explained. Current property owners are given preference over any other developer. Each property owner within the project is approached as a potential developer himself, and as it turned out with this project, one of the owners - Research Industries - COUNTY SYSTEM . . . The new materials are dated, so staff members can quickly assess items circulating constantly and be aware what the needs are. The cooperative philosophy bet- ween local government and property owners makes a lot of sense, he explained. Its nice to have local people doing it. They know what their property is like and, if they have the proper resources and abilities, we can help make sure that each step in the process is smoothed out and there is not a lot of controversy. target Development of the area, Catten noted, can not only a underdeveloped area of the city, but it can also encourage other industrial development on remaining portions of the parcel. Cattens job has had him working closely with both the City Planning Commission and the City Council to develop a master plan for the entire area, with the target area being a portion of that master plan. It will most likely become the premiere industrial park of the whole valley when were done with The location is it, he predicted. ideal. With the lake area as part of the project, we have all the potential to develop a vehicle that will really go places. One major project has already been completed in the redevelopment area this year, he pointed out, thbugh initiated from outside the ' agency. A new 36,000 square foot office building for James Benefits insurance brokers has been completed at 2650 So. 1935 West, with a similar building planned for the near future. Valued at $1,426,345, the new structure will help keep the agency on an even keel while other projects are under way. The James Benefits development will pay a dividend to West Valley citizens through the creation of more jobs and additional tax revenues as the assessed value of the property increases. However, this increased value will not come directly into the citys cof- re revitalize currently fers - at least not immediately. source primary redevelopment for The funding a Catten agency, pointed out, is the tax increment generated by the redeveloped pro- perty. Property taxes attached parcel within a redevelopment to a fcrea continue to come into the city coffers, he explained, but these taxes are collected at the same rate as if the property had remained undeveloped. The difference between the old property value and the value assessed after redevelopment has taken place is called the tax increment, and this windfall is channeled back into the Redevelopment Agency for a time to underwrite other redevelopment projects. The agency continues to receive a diminishing percentage of the increment until, finally, the city becomes the full beneficiary of all of the increased value. Well just have to see how things turn out, he said optimistically. K NEW STYLES BECKY'S FAMILY HAIR CENTER I PERM CUT IEDKEN tone HAIR 5272 W. 3500 So.
