Fifty people, representing most every community, attended the seminar. John Lock, a specialist with the Utah Council on Criminal Justice, who conducted the program, said he was very encouraged by the attendance at the meeting and felt that the program had gotten off to a good start. Johnson gave some very surprising and interesting statistics on burglaries. He indicated that most burglars are between the ages of 14 and 25 and 80 of burglaries are committed bv persons between the ages of 14 and 21 years of age. He went on to cite some statistics from a study that was done in the state of Colorado where rapid growth was experienced due to energy development. He pointed out that he did not wish to cause panic in anyone's mind, but that these kind of things could be experienced here as we are a rural area and will be experiencing energy development, and these kind of statistics could well be ours in the future. Some of the findings of the study ol crime increases in energy impacted areas are ) Crime rates increased more rapidlv in impacted than areas of the state. 2) Serious crimes increased 4()! in the impacted regions compared to a 54 ai increase in the enure slate. .1) Crime increases more rapidly than population in impacted areas. The study cites a population in the impacted area increase of .18 140 increase in serious to a compared crimes. 4) Certain types of crimes arc more likely to increase in boom areas than others. Crimes against persons, such as homicide, rape, robbery, and assault increased ,12h while property crimes increased 251 over an II year period. 5) Alcohol abuse plays a major role in criminal justice activities in impacted a teas. Lt. Johnson indicated that the only alternative to having police officers to combat this crime is for the community itself to get involved in watching what is happening and being the eves of the law enforcement officers. He indicated that in his 10 years of police service that he had only caught one burglar in the act due to his own patroling activities whereas he had been able to catch many more because he had been alerted by assistance of the communitv. One of the things that reportedly is difficult lor most citizens is to call him and give information of suspicious activity for fear that it may be nothing and the police officer will think the call was foolish. On the other hand. Lt. Johnson pointed out, law enforcement officers are most anxious for people to call, even if the event turns out to be insignificant.
