It is reported that Senator Morton's action in reference to Pinchback's 6eat in the Senate, was based on the confession of Pinchback, himself, of questionable practices in securing his election in the Louisiana Legislature. Damaging reports about the election having reached Morton, he sent for Pinchback, who made a clean breast, whereupon Morion abandoned the policy of seating Pinchback on a prima facie cae, and asked that the matter be carried to the Committee on Privileges and Elections to the conduct of Pinchback. The latter is said to be very angry at his treatment; declares for a new election and threatens damaging disclosures the operations of Louisiana politicians. The reason of his course is said to be his exclusion from the benfits and privileges of the Kellogg ring. Buffalo. 22. The weather and high water caused the ice in the Buffalo river to move about 11 oclock this morning, piling it up against the pontoon bridge in Ohio street, with such force, as to carry away that structure in its course, sweeping ten first class veasels down the stream, piling them in one mass against the Michigan street bridge. The bowspirts of the ves sels, in their rapid course, carried away the lower part of Peympton's elevator, inflicted serious damage to the City and Niagara elevators, and completely demolished the sheds of the New York Central railroad company. The loss is estima ted at $1,000,000. The Michigan street bridge still holds the accumulated mass; but should it giva way there is no calculating the damage to the vessels and property below.
