EPHRAIM PARKS AM) RECREATION BOARD Ordinance No. 8401 WHEREAS. Ephraim City has restructured its parks and Recreation Ordinance. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EPHRAIM: Section I: Department of Public Parks and Recreation, Membership and Appointment. There is hereby created and established a body to be designated as Ephraim Parks and which shall Board Recreation composed of seven (7) members: One from Arena Committee; one from Parks Committee; one from Youth Program Committee; one from Pioneer Park Committee; one from Ephraim City Council; one from South Sanpete School District; one from Snow College and one nonvoting secretary; appointed by the Mayor with the advice and consent of the City Council. Section 2: Duties and Powers. Upon approval of the City Council, this Board shall have power and authority to equip, operate, supervise, regulate and maintain playgrounds, athletic fields, swimming centers, or any other recreation facilities on or in any public grounds or building within die City. This Board shall have the power to organize and conduct play and recreation activities on the ground and in buildings under the control of the Board of Education with consent of said Board and upon approval of the City Council. This Board shall have authority to organize and conduct recreational activities of all kinds that will employ the leisure time of people in a constructive and wholesome manner. Section 3: Term, Qualifications, Vacancies and Removal, Compensation. Such appointed members shall serve for a term of five (5) years and until their successors are appointed and may be removed by the Mayor and City Council only for cause after a public hearing; provided, that the members first appointed shall be appointed for such terms that the term of two members will expire each two years thereafter. Vacancies occurring otherwise than by expiration of term shall be filled in the same manner as original appointment for the unexpired term. The members of the Board shall be resident voters of the City and shall be selected without regard to political affiliations and solely upon qualifications for the position. The member of the Board shall serve without compensation. Section 4: Committees. There are created the following hereby committees to function under the direction of the Ephraim Parks and Recreation Board. Each committee shall consist of five members: Arena Committee Parks Committee Youth Program Committee Pioneer Park Committee Section 5: Powers and Duties. Each committee shall be responsible for and administer the affairs of their respective areas. Each committee shall act in an advisory capacity to the Ephraim Parks and Recreation Board. Each committees' duties shall be as follows: Arena Committee: Use of arena, care of arena, remodeling, rentals, improvements, budget suggestions. Parks Committee: Use of Parks, scheduling improvements, care of parks, naming, budget suggestions, and all public recreational facilities not controlled by other committees. Youth Committee: Participant involvement, supervision, budget suggestions, and programs. Pioneer Park Committee: development improvements, care of Pioneer Park, Use of Pioneer Park, scheduling, and budget suggestions. r Section 6: Term, Qualifications, Removal, Vacancies and Removal. All prior Ephraim Parks and Recreations that the parents of Manti Ordinances and amendments are hereby revoked. Section 8: Chairman, Secretary and Other Officers of the Board. The members of (his Board shall elect their own Chairman and Secretary and shall appoint all other officers necessary, for a period of one year; and may adopt rules and regulations for the conduct of its business, provided that there shall be at least one meeting each month. The Chairman shall take charge of all meetings and the Secretary shall keep a permanent record of all meetings, actions and proceedings of the Board. Section 9: Effective Date. Everyone, of course, had advice and editorial comments. I only accepted fingerprints. The essential information for the portfolio included our sons personal history, his accomplishments in school, and proof of same. It sounds simple, doesnt it? What could a kid have done? Youd be AMAZED what these kids have done, and 1 bet almost any kid at Manti High could produce as much information, or more, as was contained in any of the finished portfolios. The winners in region wilj compete at the state level in April and the state winners will go to Washington D.C. for the finals this summer. The Ephraim Middle School has participated in the Utah History Fair for four years and in that time has had several state winners and one national winner. The schools Utah History Fair has been a project of the sixth, seventh and eighth grade social studies classes. Mary Goodwin and Elaine .. , Reid are the teachers.' It portrays some of the high points in the life of his " grandfather, who came to America from Greece many years ago. by Pat Mellor Area explorer scouts will soon have the option of belonging to an Explorer Scout unit which assists the Sanpete County Search and Rescue Patrol. Sanpete County Commissioners last week approved the association after receiving assurances that the Scouts will be covered in liability situations by the Scout insurance, LDS Church insurance, and a waiver program which absolve Sanpete County, he Sheriffs Office, and Search and Rescue of responsibility for accident or injury incurred by the Scouts. The new Search and Rescue Explorer program will be conducted on a limited basis as an experiment and its development will be assessed before the program is incorporated on a wide scale in Sanpete, Scout leaders Larry Sorensen and Myron Stewart told the County Commission. Sheriff Kennard Anderson met the commissioners and the scouting representatives when the with request was made to the commission, and said he believes the program would work.
