The conference is in its fourth year and will include seven keynote addresses by family experts from across the country as well as 14 different workshops. A keynote address will begin each morning and afternoon session for the three days with a ' special free Thursday night lecture by Dr. James J. Lynch, a professor of psychiatry and codirector of the Psychopysiologi-ca- l Clinic at the University of Maryland School of Medicine. Dr. Lynch will speak at 8 p.m. in the Ballroom of the Shepherd Union Building. His topic will deal with the effects of social .isolation in disease. ' Review Staff FARMINGTON - Federal funding for state mental health -- programs should be allocated on a population basis, recommends the Davis County Mental Health Advisory Board. The boardi voted to take this recommendation to the Big Sky Region 8 mental health conference this week although Utah would lose about 9.1 percent of its present allocation. On another proposed federal funding formula of 50 percent population and 50 percent income basis, Utah would only lose about percent of its allotment. Mental Health Director Russell Williams said this formula is open to other factors that could be added in and would eventually cost smaller states such as Utah more money. Williams said he favored the population-base- d formula as the per-capi- ta 1 The Region meeting this week in Montana will include mental health representatives from Colorado, Montana, Wyoming, South Dakota, North Dakota and Utah. Representing Davis County will be board members Ken Cravens, Betty Moore, Commissioner Harry B. Gerlach and Dr. Williams. Williams said problems with the present system of allocation at random is that larger states in the northeast such as New York can lobby away much of the funds in Congress. The regional recommendations at mental health conferences across the country will likely have an effect on Congress decision on how to allocate the funds next year.
