The BLM will answer the question to satisfy a court action that was initiated by a group of environmental organizations. According to Lloyd Ferguson, District Manager for the Vernal BLM office, 3 environmental impact statements will be prepared between 1980 and 1963 to cover the Uintah Basin. 212 impact statements will be prepared in the 11 western states. It is estimated that it will cost about $55 million to write them. They will cover more than 150 million acres of national resource lands that are used for grazing nationwide. The court action had its beginning in 1973 when environmentalists filed a civil suit in the Federal District Court of the District of Columbia. The plaintiffs charged that the BLM was not fulfilling the requirements of the National Environmental Policy Act (NEPA) of 1969 in the grazing program. Environmentalists claimed that grazing had a significant environmental impact on the. lands and other resources. NEPA regulations say major Federal actions significantly affecting the quality of the human environment shall be accompanied by a detailed environmental impact statement". Grazing, said the plaintiffs, has enough impact to warrant preparation of detailed statements. In essence, the environmentalists were asking for a judgement against any further issuance of grazing authorizations until the BLM prepared an adequate impact statement for each district or Area, for example, approximately 56 livestock grazing allotments and 75 permittees will be involved with the environmental impact1 statement An Allotment Management .plan (AMP) will be developed for each livestock allotment or a combination of allotments. The agreement prohibits BLM from implementing new AMPs and completing livestock improvements such as fences, water, spraying, chaining, seeding, etc., outside areas not under implemented AMPs as of June 80, 1975 until an impact statement is completed for a particular EIS area. Keep in mind though, that the court action does not prohibit the issuance of current grazing licenses or leases. Grazing authorizations will be limited to an annual license until an EIS is completed. Also, in areas already covered by Amp's projects such as fencing, seeding and the like under certain conditions will continue on schedule, after preparing an environmental analysis report Despite the moratorium on livestock improvements until impact statements are completed, Ferguson explained that range improvement projects may be carried out in emergency situations.
