NOTICE OF INTENTION SPRINGVILLE CITY IMPROVEMENT DISTRICT No. 17 Sidewalk, Curb and Gutter, Street Paving and Improvements to Irrigation Ditches NOTICE IS HEREBY GIVEN by the City Council of Springville, Utah, of its intention to create Improvement District no. 17 for the purpose of constructing at certain locations on those streets described below, sidewalks, curb and gutter, asphalt paving, and improvements to irrigation ditches, and defraying the cost and expenses thereof by levying and collecting a special assessment according ac-cording to frontage on the lots and parcels of land affected and benefited by such improvements. DESCRIPTION OF DISTRICT. Improvement District no. 17 shall consist of several separate areas which are described as follows: 1. 400 East Street. All lots fronting on the east side of said street from Swenson Avenue to 800 South and from 200 North to 300 North and from 1000 South to 1500 South. All lots fronting on the west side of said street from Center Street to 100 North and from 800 South to 900 South. 2. 900 South Street. All tots fronting on the south side of said street from 600 East to 1030 East. All lots fronting on the north side of said street from 850 East to 1000 East. 3. 800 East Street. All lots fronting on the west side of said street from Center Street to 100 South and from 300 South to 400 South. 4. Center Street. All lots fronting on the south side of said street from 300 West to 400 West and from 1050 East to approximately ap-proximately 1200 East and from 1300 East to 1440 East. The improvements im-provements proposed consist of 4-foot concrete sidewalks (4 inches thick except under driveways where they will be 6 inches in-ches thick); concrete combined . curb and gutter; asphalt paving (4-inch (4-inch gravel base plus 2-inch 2-inch asphalt surface); the placing of irrigation ditches in underground pipe; all necessary culbeyts, drains, catch basins, boxes, headgates, turn-outs, and similar appurtenances ; private driveways, private irrigation turn-outs, and other optional improvements; im-provements; and all other things required to complete the whole project in a proper and workmanlike manner in accordance with plans, profiles and specifications on file in the office of the City Engineer. Optional improvements im-provements such as driveways and irrigation turn-outs will be installed when requested by the property owner and approved by the City Engineer. The abutters' abut-ters' estimated cost per front foot does not include the cost of optional improvements im-provements such as private driveways and irrigation turn-outs which will be assessed against the properties benefited at the City's actual cost in addition to the above costs. Springville City will pay the cost of credits given for corner lots which will be allowed where like improvements on the other street have been installed under a City Improvement District, the cost of paving intersections, and the cost of any asphalt paving in excess of the amount to be paid by the individual abutter. LEVY OF SPECIAL ASSESSMENT. To defray the abutters' portion of the cost and expense of such improvements, a special assessment shall be levied upon the lots and parcels of land to be affected or benefited by such improvements, the same to be assessed according to the front footage upon and against all lots and parcels of land affected or benefited by the improvements and abutting on the sides to be improved of the streets above described, for the distances and between the points indicated, and running back from the street line the entire depth of each such lot and parcel of land or 206.25 feet, whichever is lesser, with credit for corner lots improved on both sides under this or a previous City Improvement District, equal to one-half the cost of like improvements im-provements abutting the shortest side, excluding optional improvements on such side. The special assessment levied to defray the abutters' portion of the cost and expense of such improvements im-provements may be paid in 10 equal annual installments in-stallments with interest at a rate not to exceed 10 percent per annum on the unpaid balance; or the whole amount of the assessment may be paid without interest within 15 days after notification by the City Treasurer of the amount due. PROTESTS AND OBJECTIONS. All protests and objections to such improvements or the creation of said special improvement district must be made in writing by the owner of the property to be assessed, describing or otherwise identifying the property, 1 1 Brandon Jeffery Allan celebrated his first birthday today.
