make the document Transfer of credits from the like colleges community College of Eastern Utah Snow and Dixie Colleges to four-yehas universities or colleges asked been a by question always the many who are entering higher education system Since February is National Community College Month me of the topics that will be highlighted is the transferability otcredits from a two-yecollege to a four-yecollege The transferability fat education higher agreements systems is a real issue since students fat the community college account for 41 percent of undergraduate students fat the US Nearly 5 million credit students are attending community colleges md close to another 5 million are enrolled in courses at community colleges When the Utah Board of they Regents was established created an articulation agreement with CEU Snow and Dixie The agreement said that if a student of the from transfers any four-yea to community colleges public institution in the state of Utah they will automatically be cleared of all general education requirements if they have an associate of science or arts much more significant goal is to make all education and major courses folly requirement acceptable at all of die public colleges" Dr Foxley said According to CEU President Michael A Petersen the updated transferability agreement will that the community provide course colleges numbering system will more closely match the college and university course numbering system "The general concept is for each major area a student is taking cusses in will have a matrix that will show all of courses at aU comparability higher education institutions in the state" he said The CEU business department already has worked out an articulation booklet for other institutions It is the goal of all CEU departments to work with the Regents in an articulation agreement with every course" in Community colleges Arizona California Florida and Georgia are a few of the states who have much stronger rticulation agreements Petersen TJur general ar four-ye- ar four-yea- r- ar ar non-cred- it ‘ ar added Utah the community were established e independent of any governing system and stayed that It is the way for 20 or in tendon of the Regents to have all public higher education institutions become autonomous in their of transferability cuniculums and courses This becomes very apparent when the majority of students transfer to the two or three of the larger "In colleges state-wid- degree- - 30-yea- rs If student has not the his requirements for an completed associate degree their transcript will be evaluated by the school to are which transferring they Adjustments in new requirements jf any will be made by the school at which the student intends to complete his eeneral Courses education program numbered below 100 will not transfer or be applicable towards an associate degree The transferability agreement between institutions is a Board of Regenu policy and is currently bong updated by Dr Cecelia C commissioner associate Foxley for academic affairs at the Board institutions Because of the scope dealing with all of the courses initially the Regent’s first phase is to four areas most critical: include - education and engineering science plus update the business departments Dr Mark Foxley Spencer appointed to head Dr an articulation transfer task force to work with all of the public colleges in Utah Spencer u die at die Board of Regents "Our goal fat this pilot program" Dr Spencer said "is to go beyond die general education courses transferring across the board We want all of die major courses that the students think will transfer in his or her major to transfer equally at all public four-yeinstitutions” Many times a student will transfer with an associate degree and have to backtrack lower division courses that they may have taken in their major because die courses did not transfer equally Instead of spending two more yean at a four-yecollege the student spends three to make up for the lower division that did not exaedy match the course specifications at die four-yeschools" Spencer felt that already many of the courses in the state have similar numbering system systems especially those in the math chemistry accounting and physics departments "About half of the institutions have the same fat dime numbering system areas" he added He felt that by creating a transfer articulation guide one of the results may be to have the whole system have similar course numbers with some adjustments This is down the road but some states already have implemented this system” The Regente felt that because of the success of the business the at articulation guide institutions' the proposed guides articulation also invite will from participation agreement Business Stevens Heneger LDS and Ricks BYU College Westminster Colleges have All but Stevens-Henegbeen included in the guide Because of the different type of accreditation at Stevens-Henegwe yet to be made in the legislature concerning a tax increase for Utah’s educational system both higher and public education under Governor program Bangerter's ALERT which would give education a $206 million budget if approved Not only does a tax increase alone have to be decided upon but how much funding education will receive if some kind of an increase is approved by the legislature "If CEU were to get any more funding at all" President Michael Petersen said "it would just be enough to cover the mandatory cost increases" If a tax increase were to be approved public and higher education would receive basically the same amount of funding Petersen added A final decision by the legislature should be made by the end of February President Petersen added that there was some good news from the legislature though concerning the oOtn anniversary of CEU Petersen worked with Sen Omar Bunnell and Rep Mike Dimitrich to get a resolution passed by both the senate and the house of
