Raises proposed by the President are automatic unless specifically rejected by ConAlso, raises for gress. Members of Congress are tied to increases for Federal judges and executives, making salary adjustments for top level Executives because top officials, however justified, subject to the political manipulations surrounding a Congressional pay raise. I favored the pay hike for F judges and top level Executives because there is a huge discrepancy level between the Federal government and the private sector; It is becoming increasingly difficult to attract and retain well qualified people because of depressed Executive salary levels. However, this problem will not be remedied as long as Congressional salaries are tied to those of other Federal employees. To help remedy these dil- emmas, I have introduced a bill, S. 723, which would require Congress to consider raises for Federal officials separately from their own. It would also require Congressmen to approve or reject ary Congressional pay raise by direct roll call vote. In addition, the bill provides that each member of Coned-e- gress may defer any ral raise until after having stood for (There are presently no means available for a Congressman to not accept a pay raise.) I am certain that this bill would eliminate most of the problems existing in our method of compensation. Remember your Mountain! The vast majority of the mail and phone calls being received at my Utah and Washington offices this last week, have dealth wdth the pay raise so 1 will take this opportunity to again make my views on the subject known. The way the pay Increase issue was handled is a disgrace. It Is, at best, cowardly for Congress to allow their pay raise to go Into effect automatically, without a direct vote on the record. There were three separate amendments in the Senate, all sponsored by Senator Jim Allen which would have rejected the proposed increase. 1 cosponsored all three. California Pacific has not kept up with what has happened to grocery stores in the last 20 years, i.e., the demands of Increased refrigeration. The rate schedules 120 and 121 do not conform with the high usage that is required now in commercial operation. To give an example, my grocery store on rate 121 used 23,000 kilowatts from September 20 to October 18, 1976, costing $900 (3.8 cents per kilowatt). A grocery store In St, George, only four miles away, used 75,000 kilowatts In the same period and purchased his power for 1.6 cents per kilowatt costing $1,080. For 52.000 more kilowatts, this store only paid $180 extra. The management of California Pacific In Cedar City will try to deny these allegations on the basis of location and type of store, but I have a reading from a Cedar City grocery store serviced by California Pacific for the same period that used 51.000 kilowatts. They paid over $1,700 with a rate of approximately 3.5 cents per kilowatt. This study shows that regardless of where you are in their area, anyone with a commercial business one-thi- rd one-thi- one-thi- rd ged commercial businesses. This rate schedule referred to in my letter covers most businesses such as grocery stores, cafes, motels, service stations, and campground operations. One name has been crossed out by Public Service Commission to allow California Pacific to charge such killing rates to commercial customers. Any commercial user in the Iron or Washington County areas who is on rate schedule 120 or 121, please contact me at my store in Washington, I have a petition to go before the Public Service Commission to request a meeting to investigate these rates being char- - Excitement has been running through the halls at Valley this week. Why? Its election time. This week we chose our studentbody Black officers for 1977-7- 8. and Orange writing has been appearing all over the windows, steps and sidewalks, telling everyone to vote for the Orange or Black party or a mixture of the two. Candidates were Mack in and Ivan Frost for president, Tina Spencer and Cloyd Bnnkerhoff for Vice President, and Jeanette Sorensen and Sheri Baker for secretary. Well tell you about the winners next week. Wednesday the Student Council presented a short assembly to announce the winners. Rochelle Esplin, Shannah Drew, Jeanne Lamb, Meri-anHeybome, Bret Lamb, Charles Heaton, Charlene Maxwell and Lynette Maxwell were our debate teams who went to Cedar City for the Region 8 Debate Meet. All of them qualified to goto ... 'C C 'W.Jf Winter, Shala Sorensen, Jennifer Chamberlain, Jeanne and Marianne participated in Extempo. Heidi Esplin, Debbie Barton, Garland Sawyer, Susan Reese and Bret Lamb presented orations. Geno Ramsay, Merianne Brinkerhoff, Charlene Maxwell, Sue Baker and Lynette Maxwell participated in ImEach of these promptu, students did very well, but Charlene Maxwell was the only one who will go to state. On Friday, March 18, the ninth grade will hold a dance. This day will also mark the end of the third term. As for the statement on my being a former bishop or stake presidents counselor that is not an issue and does not warrant an answer to this person. 1 do feel Kanab needs a golf course. I do not like to have people write letters like this accusing other citizens of being crooks without stating FACTS, or signing their names. I am perfectly willing to discuss any at any time that perissue with anyone tains to the city. 1 have nothing to hide and do not say that 1 have all the answers, but 1 AM trying to act in the Interest of the people of Kanab. This fall you will elect a new Mayor. Whoever it is needs to know all about this type of people.
