roosevelt chapel state officials outline progress made and future plans da ns for basin from early morning until late tuesday evenin evening citizens of duchesne county were th thrashing out the problems that confront basin folks they talked among themselves with county officials with governor henry H blood and state officials in an endeavor to take an inventory of land soil and water conditions in an attempt to find out what can be done to make living conditions safer and more secure for the residents of duchesne county governor blood and state officials showed their interest in the welfare of the county by attending the meetings and spending the entire day listening to the discussion and talking to the people chairman dan mitchell called a ane rine eting of the various committees outlining the main problems problem for presentation at 10 tuesday morning the program tor for the afternoon was planned ind and the speakers announced during ili the meeting governor blood arrived A committee consists con consisting sisti ng of senator hyrum calder and mayor heber T hall was appointed to receive and entertain the governor until time for the hearing after lunching with the reception dept 1 oil committee governor blood went to the roosevelt ward chapel he rad addressed dressed four hundred high school students who had marched in orderly file from the high school and organization also seated on oil the stage were county officials and committeemen ready with their speeches tor for the governor purpose of meeting to discuss problems the meeting was calel to by and presented tho the ave I 1 subjects that would be discussed they were water storage rehabilitation county finances the matter of livestock and the range and roads he told visiting officials and county citizens ns that the purpose of the meeting was not to make flowery speeches or to the condition of the county before state executives or even to sympathize with ourselves ile he told the assembly that the morale of the basin people was at ebb and they needed to know where they stood A sober deliberate discussion of county problems will be presented to you for your careful intelligent presented a long iong list of debts and said in the past few years the county has been spending more than it takes in in order to operate he said tho county has a bonded indebtedness of they owe on the county poor house they have been defaulting on all interest payments they ato behind on supply bills on salaries have borrowed n wed from the county general fund and from roosevelt city funds the roads roada itis it Is a county meeting sor lor county problems he asked one question of the road officials will the uintah basin get what was promised in the way of loads schools explaining how the schools can run when the county Is tn in such a bad financial condition superintendent reuben D law haul that bat only 24 per cent of the vital amount required to operate county schools came from county funds tun 1 I s last year the county paid the equalization fund which la is money coming from other a counties and the state money from the smith sinith hughes fund etc amounted to indian service paid 2000 and the FERA this enabled the school to continue nearly nine months ho said the ver iper capita rost cost of a student in duchesne county is over 2000 less than in most other counties thus to compete with other places in the state more money must be secured tor for school in duchesne county he mentioned the grant from the indian service for build ings inge which he be said will greatly help tho the building program and he also paid agh respects to the wise wase and prudent school board who control Duc duchesne besne county school affairs in that they are able to keep of the uintah basin had come to a crossroads and that full information was necessary beffie another attempt was made to rebuild these lands A vision of security must be caught by the people of this country in order to make it worthwhile to remain here mr colton gave star statistical information concerning the number of acre feet of water available over the last period of years explained what measures have bave been taken to store water and what measures are now being planned ile he strongly advocated the building of small reservoirs and canals over the entire basin saying we recommend for present approval the moon lake program with related canals and the construction of 01 the reservoir and urge the extension of the duchesne feeder canal to uintah river lands under the bench and henry jim canals we recommend the completion of the montez creek lake atwood and pala paia dise park reservoirs also the construction of the other mountain reservoirs under water filings and which can be shown to be valuable additions to our supplementary tary water supply such as chapeta Che peta whiterocks cliff lakes on the whiterocks and timothy lakes as well as others on the yel low stone we urge that this program be sustained as tar far as possible under the set up and other governmental agencies which are planned to provide make work projects so as to lighten the repayment burden as much as possible wo we feel th that t the duchesne and yellowstone canals are particularly applicable to the setup furnished under the U S reclamation service also the blue bench and john star projects could be handled by the mr air colton stressed the use of the for irrigation and water storage projects rather than lor for forests and roads work A A proper balance should be struck upon the supply used and the lands on which it is used it should only be used on oil good land and the other land should be retired back into the public domain mr colton urged a definite plan be formulated and then every possible step be taken to put over tho the best part of the pr program that will benefit the greatest number of people plan for rehabilitation K E W crocker presented a plan for rehabilitation and said that thai perhaps in this section more than any other section relocation was necessary in order to remove the fai tanners from lands ile he outlined a dogram which consisted of 0 a comprehensive study of soil boll and water conditions or the county to determine the and suitability of resettlement the second step was the planning of 10 to 40 acre farms tor for farmers and the third the building of community canneries creameries crea meries merles and markets to handle the distribution of tarm farm products and eving people jobs in the construction and management of those these with enough salary to get them started in their now new places under the plan the marginal lands and grazing lands would be withdrawn and turned back into the public domain it also included the building ot
