Since congress lifted the federal 55 mph ceiling in December 1995 and my concern has now been validated by UDOT action, ethics, morals and logic demands that several next steps should be implemented immediately by local elected officials. First among these is that all unrealistic speed limits imposed in areas within their jurisdictions should also be increased to reflect the normal, safe, routine, driving practices of the average driver. Rather than being based on some arbitrary speed limit, the only factor which should be allowed in the determination of unacceptable driving that results in a motorist being ticketed should be one that is based on establishing that a motorist is driving recklessly and is thereby endangering life or damage to property. Fast driving is not necessarily reckless driving. In some instances, exactly theopposite (driving too slow for prevailing conditions), is a more reckless condition. Fines should be imposed only as punishment for real crimes and never, never, never should be allowed to be used in any locality as a revenue generating procedure. The next action required by all local government entities is that they should review their past court records and should rectify the morally incorrect actions which resulted in safe and prudent drivers being coerced to pay fines for violating inappropriate restrictive speed limits. All fines determined to have been imposed and collected due to exceeding posted limits without any additional aggravating circumstances ( i.e., no willful, malicious intent to break a law, and no dire effects resulting from the offense) should be returned to those drivers. All records of those offenses should be expunged from their driving records and letters of apology should be sent to those people so that they may contact their insurance agencies if necessary, to allow them to be reclassified as safe and prudent drivers. Elected officials of Beaver County, the ball is now in your court. Do the right thing for your constituents. Utah to James Wargen Wood and Laura Pearl Burk Wood. He attended school in Minersville. where he played in the trumpet section of the band. He graduated in May 1930 He serv ed in the Army Air Corp as a cook from May 6. 1942 to January 12, 1946. He married Lena Pauline Wood June 12. 1946 in the St. George LDS Temple. He was an active member of the Church serving as a Stake Missionary and also as t counselor in the Stake Missionary Presidency. He worked for the U P. Railroad from 1948 to 1974, retiring with 28 years. Shcnvin and Pauline had one son, Lew is. He is survived by several nieces and nephews. He was preceded in death by his wife, his son, parents, brothers Floyd Wood, and Royle Wood, and four sisters. Clara, Ilccn, Virgene. and Effie. Funeral services were held Saturday. March 1, 1997, at the Minersville LDS Church. Interment was in the Minersville Cemetery under the direction of Southern Utah Mortuary. Carbon County. Utah to John C. And Amy Pitman She married Scidon Staler. Nowcrs January 23. 1923 in Provo, Utah and their marriage was later solemn ied in the LDS St. George Temple in October 1983. Delia was a member of the LDS Church where she held positions in the Primary and She was a Relief Society. memcber of the DUP and the BPW. She worked at Arsnd't Cafe and the Dairy Freeze for Vcrl Patterson. As a young girl, Delia lov ed to ride horses and the had her own pony named Star. She was a wonderful homcmaker and mother. She was an excellent cook and her hobbies were crocheting, tatting, and quilting. She took a lot of pride in her home and loved to raise flowers in her yard. All her grandchildren loved to go sec her and she mad each one feel special. She had a lot of good friends. She is the mother of six children, Eilccne & (Bruce) Osborne of Cedar City , Gerald ft (Jackie) Nowcrs. S K. (Bonnie) Nowcrs, and Margaret & (Abe) Boyle all of Beaver, Bob ft (Laura) Nowcrs of Richfield, Helen & (Carlylc) Rollins of raised a She Vernal. granddaughter, Peggy ft (Paul) Mccham of Morgan. She had 29 grand, 70 great grand and 16 great great grandchildren. She was preceded in death by her husband of year 4 sisters Agnes SciHiiv-v- . Amu Hchuon, Darah f Vtnaldvn and Edna Davis and one brother John Staley. Funeral services were held on Tuesday, March 4, 1997 at 1.00 P.M. in the Beaver LDS 2nd Ward Chapel.
