The district lost money after Kennecott Copper Corp. was allowed to write off huge environmental equipment purchases for property tax purposes. The problem, however, is not limited to Sandy. If Sandy halts growth, the problem would simply become more acute in the rest of the school district. The solution can be found by state government, the report said. The report also gives residents a picture of what is being done now for the future. Another basic principle in Sandys growth is that development pay its own way and not burden the rest of the community. Ordinances and regulations require developers install or contribute to facilities demanded by new residents. The city is not left with the responsiblity of installing facilities. Several new roads and parks are planned. Police and fire protection have also grown faster than the population. The fire department has expanded from a volunteer force with one small station to a e force of 14 fire fighters and 55 volunteers. A second fire station is planned at 11200 South and 20th East. Named as defendants in the U.S. District Court suit are K Mart, Inc., and a French company which manufactured the product, an expansion cord for securing luggage or other items on automobile carrying racks. The suit said such a cord purchased in a store came apart on Aug. 24, 1974, w hen Olson was in Utah attempting to use the item A knot in the cord struck his glasses, shattering them and blinding him in the left eye, the suit said. The hook on the end of the cord struck his mouth and caused injuries to his gums and teeth, the suit said. It could not be stretched over a normal load of luggage without separating, the action said. After solar panels are installed on the south side of the outer bubble, Isaacron claims his heating bills will drop to nil. He expects the suns rays to heat rocks which will be used as storge wells. He says he can store five days worth of heat on a sunny day. An electric furnace will provide auxiliary heat. SANDY Sandys phenomenonal growth since 1970 reflects Utahs development, according to a report issued by the citys administrative staff. The states policy of promoting industrial and commercial development left Sandy no choice but to grow from a 1970 population of 6,400 to a current estimated population of 35,000, the report, written by City Administrator James R. Ash and administrative assistant Gene Haroldsen, said. Predictions indicate by the year 2000 Sandy will have 100,000 residents. The area is ideal for many who want to live in a suburban setting close to mountains and the city, the report said. Haroldsen explained the report was written to answer questions residents have about Sandys growth and future development. A small brochure highlighting the report is being mailed to all residents, and the full study is available at city offices, he said. About 113,000 jobs have been created in the state since 1970 as a result of state policy, the report said. Of these, 55,000 are in Salt Lake County.
