Show m ilfiirliJBfoirifjr PAGE 3 needed MUford City Council .November 21, 1995 Mayor Wiseman called the meeting to order at approximately 7:00 p.m. Those in attendance were: Councilmen Thomas, Smith and Sower, Coordinator Swain, Recorder Spatting, Attorney Kanell, Doug Carriger, Gary Sullivan, Nonn Lamb and Alice Smith reporting for the Milford Monitor. 2. Doug Carriger, County Planner, approached the Council about participation with Beaver County in the purchase of a new spreader to chip seal the roads. Beaver County, Beaver City and Minersville have opted for this plan and the county will provide lifetime maintenance on the spreader with no extra cost to any of Jhe participating entities, The price of the spreader has been quoted as $75,000.00. Milford City cost would be based on two days per year usage for a total cost of $7,975,00. Mr. Carriger stated that the County would be willing to wait until after July 1996 for payment, payable in two payments by December 31, Councilman Thomas motioned to recommend that the cost be included in the 1996-199- 7 budget to pay for the purchase of the new spreader in conjunction with the county and to be voted on by the next Council. Councilman Smith seconded the motion, all in favor. 3 . Norman L. Lamb urged the Council to hire a City Manager to lessen some of the pressure on the Councilmen and City Office staff. Council agreed that a City Manager is definitely needed and that it would be discussed at the first budget meeting for 1996-199Mr. Lamb also complained about the dust out by the Golf Course on the road being used by Kiewit Mining in conjunction with Union Pacific for the ballast quarry.. The road is not oiled or completed. This issue has been put on hold because of a possible merge by Union Pacific and Southern Pacific. 4. Gary Sullivan, Beaver County informed Mayor Commissioner, Wiseman that the County Five Steering will be holding meetings the of drug testing. 11. Feed Mill water rates have been tabled untilj next meeting. Councilman Sower motioned to have Attorney Kanell draw up a draft of a city ordinance for now rates on ; 19. . W fMr. includes the Chamber of Commerce, all property owners and renters of the designated area on Main St. so that Dr. Bell can give more information on this matter, to be slated for December 5, 1995. 13. Coordinator Swain had several entities send the City versions of their agreements for water and sewer usage. After discussing with Council, office staff will edit and use various parts of each agreement to base the City's agreements upon. 14. Councilman Sower motioned to give Christmas bonuses of $300.00 to each full time employee of Milford City, to be paid on December 1, 1995, Councilman Smith seconded the motion, all in favor. 15. Council asked Recorder Sparling room at the to rent the Milford Elementary School so that the city may hold a meeting on multi-purpo- January 2, 1996 to discuss possible feline control. 16. Attorney Kanell drew up a letter to the Public Safety Commission urging them to complete and approve the process of setting up extended area service for Milford. Attorney Kanell also drew up an Ordinance adopting the General Plan for Milford City. This issue will be on the agenda at the meeting to be held on December 5, 1995. 17. Recorder Sparling asked Council about the possibility of having the City's software company (Caselle) come down and help to iron out the problems so that the office is run more efficient. Councilman Sower motioned to allow Recorder Sparling to contact Casette and get quotes as to what the cost would be, however if the cost is to large, then a special meeting will be set up to discuss other possibilities 1 8. Councilman Sower motioned to have the law office of Kemp, Burdick Hinton and Hall handle all of the taxes in order to bring the City of Milford current. Councilman Thomas seconded the motion, all in favor. 1 9. Gary Sullivan like to thank Councilman Mark Dotson for all of his help in the paving at theMilford Senior Citizens Center. Councilman Sower 20. motioned to allow Councilman Smith accept the low bid, after review, for the fence at the Recreation Complex. Councilman Thomas seconded the motion, all in favor. 21. Coordinator Swain approached Council about running an ad for the sale of the old A T & T Building. Councilman Thomas seconded the motion, all in favor. 11. South Central Telephone is tabled because no decisions have been made as of yet. 12. Coordinator Swain informed Council that First Security Bank will be sending a representative, Adrie Roberts, to Milford to conduct a free class to help residents with housing. The tightness of mortgage money in Beaver County is a real problem. Coordinator Swain also told Council that Dr. Bell from U. S.U. would be willing to come down with some of his students and draw up a possible plan for the rejuvenation of Milford Main Street. The City office staff stated with the issuing of bulk water permits, sales are working out for the most part and so things will remain the same until a better solution is suggested to deal with this issue. 10.
