by progressive educators educator and friends of education has also gradually of late become recognized ly by the public in millard the first school district organization took place in fillmore which was at one time divided into four school districts ched hen the consoli cou soli dation of thos four districts into one was agitated and proposed it met with considerable opposition but after its accomplishment the advantages m of such consolidation have been reeoh zed by all interested int and if anyone nw now would propose a he would justly be on oddred u rl reactionary crank in tile course of time other school districts have been organized tn the county until there are now 18 school districts in bl millard illard county the bound ries of those districts have been eban changed 0 and readjusted a number of times especially every time a new district has been organized but those readjustments just ments have never given entire satisfaction principle ply owing to the fact that we have a rail railroad road passing thru the county from north to south which is taxed in the various districts thru which it passes causing a great anxiety on the part of each district to get as many miles of the road as possible for the sake of the revenue r v derived but it never has been is not ot now and never ever can be possible to so fix the boundaries that each district can get its just share of rev enve from that source according to school population and four of the districts owing to their geographical situation are deprived entirely of any share of the revenue that thai comas from the he railroad company and other othe i r 3 corpor corporations actions while some of the swit smaller lIer districts more favorably I 1 situ situated abed are made almost independent by reason of the greater share of revenue coming to them f from rom the sources named the only remedy for this and mid unjust arrangement ran M gement is consolidation it is the only way that thai can be pro vided aided for the equitable distribution of taxation and revenue according to til school population the power and authority to bring this about has been vested in the board of county corn com missioners ners by a legislative act as found on page 14 chapter 13 1911 session laws of utah it t reads as follows except in school districts of the first class the board of county commissioners of any county may create into a school district any territory not already so created or may create create a district out of a part or parts part of oue one or more districts upon being petitioned so to do by as many residents of such territory as have the careane care and custody of not less than aan twenty school children of school age residing I 1 0 therein or upon the rec commendation comen dation of the county sup erin the board of county commissioners in may ay change chanay the foundries boun dries of divide and consolidate existing exis ling school districts Whenever the board of county commissioners of any county shull shall divide consolidate coD e or change the foundries bound boun ries dries of existing school districts such board shall hay hae e the power as an incident ut to
