huntingdon Hunt Hanti ingon and george arorey high cou constables stables I 1 gave my views on several local measures proposed by the council YM NT IN the fire department of paris pans is is a military in in every sense of the word its bers are r recruited like soldiers receive rations and I 1 live ive in in barr barnaks icks like the genad sd armps irias of the municipal guard and are subject the members as 0 a continual discipline nuch macii as possible are taken from the class of mechanics hancq and laborers such as masons join rs lead founders ac because these men ire are familiar amilcar with the construction of the different parts ans of the houses fuch EUI h as tile the walls walla floors roofs goofs ac and because they are also acculto accustomed in to work in in high positions without fear and lecause because they in in places where others cannot do anything are able to move with agility they must be able to read and write in in order that they may be able to derive instructions regarding their difficult calling from books and also to make reports A sober and orderly life is is strictly required from them because by carousing gaming ac they won would id necessarily make gre greater ater expenditure than their salary admits of and they might thus be tempted to plunder and theft while engaged in th their air calling they are furtner further required to he be strong healthy and agile so that they are able to W work rk with better success si av A soon as tile they y arrive at a fire they are abao lute ulc masters of the place all objects of value alue are under tinder their direction and care nut but the character and discipline of the men is is so good that uri an example of puni pum ament but seldom occurs the officers and m mn men n are uniformed and subject to the same rules as the army every movement is made at the command of the officers and the men doing service at a fire stand under the same di discipline as the soldiers on oa the field of battla battie and carelessness or disobedience of orders 5 punished in the same manner soldiers ot of the line lind are frequently rewarded for good conduct i by bein being transposed to the corps of the sap pe deurs urs pd pompiers Pom piers as the firemen are called it frequently occurs that sons of officers in the army enlist in the corps of Sap ios as privates because an officer in that corps must PO possess experience and knowledge the officers are generally ch chosen osen out of tile the engineer and artillery corps of the army the commander is ul a rn member biiber of tile the staff of the army the corps is supplied with a eageat quantity of apparatus their engines are essentially liy built on the same mine principle as the american engines the brakes are put in motion by 8 men and from a pipe q t be thrown to a 4 height of loo feet the french engines are lighter than those we have here however and are drawn by three men in order to let the stream play upon the fire as comp compactly aptly as poss possible ible the man directing the pipe in must aal approach the fire as near as 03 pos possible sibl while here generally the stream of water is is thrown on the fire from tile the street through the windows the Th french eFrench pompiers Pom Porn piers always try to attack the fire 4 its strongest point the windows and doors are kepi unharmed as long as possible to prevent fabe lur currents rents of air from entering to effect this the entrance if possible is gained gaine d by passing through th the e cellar and up the steps in this way the weri bring axing in the hose and approach the fire as close as possible if necessary the die people that entente burning house are supplied with a which the head and the shoulders shoulder sr and is around the body covering fot the bead is supplied with eyeglasses and aliey ahey conduct fresh air to them by means of hoso hos fastened to the air 1 by tho the aidon ard of Ws this apparatus an with I 1 the neatest gea test facility entera enter a imm f billed with and suffocating gas thrace advantage w when hep fires occur in cakars whew eliere it is 06 importance to exclude the air from aitho without ut and where an unprotected man would be instantly by the smoke and gas gait the nhe maw man abream of water first directs his attention to the articles next to the flames but not yet I 1 darna damaged fed by which the spread ing of the flames is is prevented and tile the complete rescue of valuable objects instead of hair hilr burnt ones is effected he further pays particular part attention to abing aying the stairs arid an d halls and parts by which a communicational communication an be kept up throughout the whole bui dlag as well hs as those parts which support other parts such as columns and Oil pillars lars further ahe pla places s where the f fusible ur ible materials are stored and also doors and windows windo ws when a high breeze blows he chiefly directs his attention to those parts which the flames are dri drivere veri and lie he endeavors to save the yet et uninjured carls and at the same time prevent the Spreading 4 th the flames these rules gre are well wel understood and carried oat by the members of the corps and the officers are bound to instruct the men meg j inthis n this point I 1 the Th yare eyare supplied with instructive books and are drilled in sham conflagrations where all p phases ills h e s 0 of f a real conflagration are represented a and i in n t this hiis manner they become apt and experienced in 1 n thie s there are great preparations against danger by bj fire established birge rs i are on the roofs of the buildings as well i I 1 as il in the ile cellar where there are also some pumps the pipes of f which tand stand in connection with the upper reservoirs these 1 e pipes ha have ve openings in in each story of the lie building building with hose attached so as to be ready rea dy for use a at any moment aider the pres pressure preisur sur of tle fie upper reservoir the engines in the cellars are supplied from the lo 10 lowr wt r reservoirs and are so constructed I 1 that they can call furnish a vast quantity of water the there r e are ale further a number of air reservoirs which is compressed to a pres pressure surg of ahree atmospheres as soon oon aa these are connected with the cisterns it drives the water through the he hose with great force until it is is exhausted the theatre of the tuileries Tuil eries is furnished with willa two to reservoirs in tile the cellar each of which holds 2000 gallons of water and with four more on the roof each c ne holding gallens palli ns besides the usual number of engines ae iti inthis this theatre 21 91 sup sap deurs and officers are on duty during the performances I 1 for mances I 1 I 1 the opera ta house houses hou seis is furnished with very large reservoirs and 38 Sapp curs eurs and officers do duty during tile the performances at balls 42 men of the corps do service there the theatre des I 1 ft It aliens has holding buoo gallons and a guard of 15 urs all other oilier theatres theartres the atres and places of amusement are similarly provided aci i 1 cording to their dimensions the corps pays payl parti particular att attention elation to rescuing lives and property at c conflagrations the I 1 main apparatus used for this purpose is the so called rescue bam bag this consists of a along ion t leathern big bag 8 3 to I 1 4 feet in diameter an and long ong enough to reach to the highest windows one end is taken to a window by a fireman and there fastened by incani means of pI piles eq and the other end is held by bv three or four men at a little distance from the building so that the bag assumes a dial diagonal ronal position it 11 is therefore easily seen I 1 how low w well ell a person can glide down the he inside of this sack without the least concussion concussion on account of the diagonally inclined position of the big bag the fi first rs t part of the tha descent would be tolerably rapid i but the latter almost horizontal furniture and valuable articles are also dived sive in this manner with the greatest facility 41 arli li iles cles most liable to breakage can be saved in this manner without a concussion this bag is very i J cor 9 by the stairs on account of the fire the firemen climb up tile llie facade or front of the building by means of an ail birou ladder from froin 10 to 12 feet in length which has a joint in the centre so that it may be folded together and easier carried and tile sides of which are re so crooked at the ends that it can be fist fastened ened to a window sill tile takes the ladder hooks it to the file sill of the first window arid and then climbs up to that window with one of his c As soon I 1 as lie he has arrived there lie he hangs his ladder while lie he is held by his I 1 comrade to the n next t window above and thus climbs to th thi hi highest part of the building in an incredibly short time in this manner lie he can also take along the one end of the rescue bag or the hosp jbf as circumstances cum curn stances may require this short ladder is I 1 much handier than the long awkward ones used in this country but it requires experienced and agile men for the short ladders cheso ladders are laid upon the hose carriage and |
