He also allegedly had made several other pronouncements which were scientifically incorrect about the nature of fluoridation. Dr. Robert Maddock also stated that the fact that fluoridation failed at the polls on November 7, 1972, was probably due in large measure to this station's intensive propaganda campaign against the issue. Now, either the good Doctor has a very small practice and lots of time on his hands, or he has depended upon hearsay. .Very Jr., Continued Qn Page 7 Abolish The Constitutional Revision Commission standout, who, in spite of the system, demonstrates by his competence that he is a LAWYER. Senate Joint Resolution No.9 revising Article VII, The Executive Branch of Utah's Constitution, must be defeated!!! Analyses of Senate Bill Analysis of S.J.R. No.9 by the Legislative Council: This resolution would amend the Utah Constitution to create the office oJ'Eieutenant Governor. Hie office of Secretary of State is deleted from the Constitution. The Secretary of State is replaced by the State Auditor on the Board of Examiners. The State Auditor and State Treasurer are allowed to succeed themselves in office. A procedure is added to determine gubernatorial disability. The amendment would have significant impact on government structure and organization. The Lieutenant Governor would become an assistant to the Governor and a chief administrative officer. The role of the State Auditor would he significantly broadened by his position on the Board of Examiners. Them disposition of the office of Secretary of State would have to be determined by statute . Extensive comments were made in Phase III, Part (1) of this article about the roles of the State Auditor and the appointed Legislative. Auditor. The Constitution does not require that either officer be an experienced Certified Public Accountant for obvious political reasons; the proponents do not want an independent professional accountant bound by a professional code of ethics to contend with; they want some one they can muscle around and control. (More about the duties of the State Auditor and the Legislative Auditor will follow in Phase HI, Part (3). Changing the name. Secretary of State to Lieutenant Governor, just Continued On Page 6 M |
