Gardner said that, in the Soviet Union, parents are often criticized to their faces by teachers for a childs poor performance. In America, teachers are presumed to be answerable to parents and the community for both their own and their students conduct. Gardner said he was concerned about teacher recruitment and retention. Between 40 and 50 percent of teachers will not be the teachers employed as first-yeteaching seven years from now. Gardner said he favored forgiveness of school loans in exchange for five years of teaching as one way to attract more and better teachers. ar Restraining Curriculum Schools shouldnt try to do too much, he said. "A more restrained view of educations essential purposes would permit it education to concentrate resources, talent and energies upon the development of the students intellectual competencies and citizenship capabilities. Gardner cited such courses as consumer education, distributive education, driver education, sex education, family education and safety education as areas schools shouldnt have to be responsible for teaching. Two statements in the documents of the Westminster Confession have special importance. One is the affirmation of Christian liberty in the Confession: "God alone is Lord of the conscience."
