Show POWDER What thu Law Says In view of the interest attaching to the subject at present by reason of the recent fire and explosion of powder and for the benefit of those unfamiliar with the city ordinance in relation to explosives we publish pub-lish below the ordinance in force in relation to the storage of powder etc as well as a portion of another ordinance bearing on the subject recently passed AN ORDINANCE RELATING TO POWDER MAGAZINES THE STORAGE AND SALE OF POWDER POW-DER AND OrilER EXPLOSIVE COMPOUNDS SECTION l Seit ordained by the City Council of Salt Lake City That a portion of the east half of the northeast quarter and a portion of the east half of the southeast quarter quar-ter of section fourteen Township one north Range one west lying northeast of the Hot Springs beam is hereby designated as a location for the erection of magazines to be built of adobe or brick 01 both for the storage of explosive powder under such regulations are here inafter provided Applications for the privilege of building magazines on said grounds must be made in writing to the City Council But nothing herein shall be so construed con-strued as to prevent the City Council Coun-cil from changing the place of location loca-tion of such magazines or as granting grant-ing any interest to any party or parties in the lands above described SEC 2It shall not be lawful for any person or persons to keep sell or give away gunpowder Giant or Hercules powder nitroglycerine or dynamite in any quantity without permission of the City Council Provided any person may keep in a cannister or flask for his own use not to exceed five pounds of gunpowder SEC 30n application being made to the City Council in writing writ-ing permits may be granted to sell gunpowder Giant or Hercules powder nuroglycerine or dynamite during the pleasure Qf the Council said permits when granted shall I state to whom granted and hisplace of business and shall be registered I by the City Recorder No person shall keep at his place of business to exceed one hundred pounds of gunpowder which shall be in can nisters and placed in a position from which it can be readily removed re-moved in case of fire No Giant or Hercules powder nitroglycerine or dynamite shall be stored or kept at any other place than at the powder magazines Provided that a sample not to exceed ten pounds Giant or Hercules powder may be kept by obtaining a permit therefor No person shall sell or weigh gunpowder gunpow-der by gas lamp or candle light unless in sealed cans or cannlstere Sjc 4Giantor Hercules powder caps shall in all cases be kept separate I separ-ate from any kind of explosive powder if kept at a powder magazine maga-zine it shall be in a separate vault or safe i if kept at a place of business busi-ness it shall be in a vault or safe away from all other explosives I SEC 5A violation of any clause I of this ordinance shall subject the I offender to a fine for eah offense not to exceed one hundred dollars or imprisonment not to exceed six months or both fine and imprisonment imprison-ment at the discretion of the court SEC GAll ordinances or parts of ordinances heretofore passed in I relation to gunpowder or other explosives ex-plosives in conflict with this ordinance ordin-ance are hereby repealed Passed April 18 1870 F RAM RZ LITTLE LITTLEMayor Mayor JOHN T CAINE Recorder In an ordinance relating to keeping keep-ing and storing oils and other inflammable in-flammable or explosive substances passed May 22d 1883 occurs the following provision I SEC 5l0 person shall receive keep or store or suffer to remain in I any place within the limits of said I city any explosive substance or any Hercules Dynamite or Giant Powder having an explosive power greater than that of any ordinary gunpowder |
